Proposed Final Remedy for Cleanup and Permit Modification, Exline, Inc. Facility, Salina, Saline County, Kansas
INTRODUCTION
The U.S. Environmental Protection Agency (EPA) Region 7 invites the public to comment on the proposed corrective measures and draft permit modifications for the Exline, Inc. site (Exline) in Salina, Kansas.
The comment period begins May 11, 2009 and ends June 9, 2009. Comments or requests should be submitted by June 9, 2009.

BACKGROUND
The Exline facility has been operating at the present location since 1942. During historic operations, the facility repaired industrial engines and engine parts. Part of these operations included chrome plating activities.
Chrome plating wastes managed on the site were removed under a Resource Conservation and Recovery Act (RCRA) closure plan. The RCRA program regulates facilities that use, treat or store hazardous chemicals.
Because hazardous wastes were disposed of onsite, Exline was required to obtain a RCRA post-closure permit which also requires them to identify and, if necessary, perform corrective action at the Solid Waste Management Units (SWMUs), and Areas of Concern (AOCs) identified in the permit.
PROPOSED CLEANUP PLANs
Two SWMUs and two AOCs were evaluated. The remaining SWMUs and AOCs are being evaluated separately and require no further action at this time. In addition, EPA required the facility to address the investigation of the surface water run-off pathway extending from one of the SWMUs. Corrective measures were proposed at each SWMU and AOC; however, the surface water run-off pathway requires no further action.
The proposed corrective measures for the SWMUs and AOCs are contained in the Corrective Measures Study, which describe the contamination along with how EPA proposes to address each area. The corrective measures proposed are set out below.
SWMU 16 – Chrome Plating Ventilation Discharge Area
This SWMU consists of soil contaminated by chromic acid mist from chrome plating bath ventilation stacks located outside the chrome shop. The corrective measures consist of engineering controls to remove contaminants and institutional controls to prevent certain land uses.
SWMU 19 – Deionizer Column Discharge Area
This SWMU consists of soil contaminated by the discharge of deionizer column regeneration wastewater and chrome plating solutions onto the ground west of the chrome plating shop. The corrective measures consist of engineering controls to remove contaminants and institutional controls to prevent certain land uses.
AOC-1 – Concrete Culvert Excavation Area
This AOC is an area formerly occupied by a culvert in a low area southeast of the chrome plating shop where waste waters were discharged. The corrective measures consist of engineering controls to remove contaminants and institutional controls to prevent certain land uses.
AOC-4 – Brown Soil Stain Area
This AOC is a patch of ground approximately 30' by 26' which was identified by visual inspection of soil staining. The corrective measures consist of engineering controls to remove contaminants and institutional controls to prevent certain land uses.
PROPOSED PERMIT MODIFICATIONS
The RCRA post-closure permit for Exline was issued November 2002. Since that time, investigations have gathered new data concerning the SWMUs and AOCs on site. EPA proposes the following draft permit modifications:
- Require Exline to implement proposed corrective measures and provide financial assurance to complete those corrective measures.
- Amend the list of SWMUs in the Permit to include all units where the facility has proposed corrective measures. Relevant figures will be updated to reflect the locations and boundaries of all SWMUs.
PUBLIC COMMENTS
EPA encourages the public to review the Administrative Record and comment on the proposed corrective measures. Comments or requests should be submitted by June 9, 2009.

- Can you provide alternatives?
A formal public hearing has not been scheduled, but will be held if there is sufficient public interest. Requests for a public hearing must be made in writing to the EPA contact at the address listed on page 1, and must state the nature of issues to be raised at the hearing. EPA will evaluate any request and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy.
EPA will make final decisions on the corrective measures only after the public comment period ends and all comments are considered. EPA may modify the proposed remedy or choose another one based on any new information and comments from the public.
