Announcing the Third Five-Year Review Report, Midwest Manufacturing/North Farm Site, Kellogg, Jasper County, Iowa

Introduction

The U.S. Environmental Protection Agency (EPA) conducts regular five-year reviews on Superfund sites where cleanups have been completed.  These reviews are required by the Superfund law [42 U.S.C. § 9621(c)].  EPA Region 7 has completed the third five-year review of the Midwest Manufacturing/North Farm Site in Jasper County, Iowa.

Site Background

The Midwest Manufacturing/North Farm Site consists of two areas: North Farm, which is an unlined disposal cell located 2 miles from the plant; and Midwest Manufacturing, which is the plant facility located in the city of Kellogg, Iowa.

Prior to a wastewater treatment plant being brought on line in 1977, waste from electroplating processes at the plant was discharged directly into the North Skunk River.  From 1977 to 1978, waste was disposed of in an unlined cell at the North Farm area.  From 1978 to 1981, waste was disposed of in trenches at the Midwest Manufacturing area.  Contaminants found at elevated levels in site groundwater and soil have included the metal cadmium and volatile organic compounds such as vinyl chloride, trichloroethylene, and tetrachloroethylene.

In 1993, EPA amended a previous remedy to include groundwater monitoring and institutional controls as the selected remedy.  In 1998, monitoring at the North Farm area was terminated based on the analytical results and monitoring wells were abandoned, although institutional controls remain in place.  At the Midwest Manufacturing area groundwater monitoring and institutional controls continue.

The first five-year review of the Midwest Manufacturing / North Farm Site was completed in November 2000, and the second five-year review was completed in November 2005.  Both reviews found the remedy continued to be protective of human health and the environment.

Five-Year Review

As a part of this five-year review, EPA and the Iowa Department of Natural Resources conducted a site inspection on June 30, 2010.  Relevant documents were reviewed, including reports that documented site information and institutional controls, groundwater monitoring and previous five-year reviews.

This third five-year review concluded that the remedy at the Midwest Manufacturing / North Farm Site is protective of human health and the environment.  No issues were identified.  Semiannual inspections will continue to determine if any maintenance activities are necessary and assess compliance with the restrictions stated in the amended ROD.
