Engineering Evaluation/Cost Analysis Released for Comment, 12th Avenue Solvents Superfund Site, Ava, Missouri

INTRODUCTION

EPA Region 7 is hosting a public meeting from 7 p.m. to 9 p.m. on Thursday, March 5, 2009, at Ava Middle School Cafeteria to present the Engineering Evaluation/Cost Analysis (EE/CA) proposed for the 12th Avenue Solvents Site. The EE/CA describes recommended removal actions to address source material contamination at the site. EPA, Missouri Department of Natural Resources (MDNR) and company representatives will be available to provide details about the proposed EE/CA and to answer questions from the public.

SITE BACKGROUND

The 12th Avenue Solvents Site includes the former Rawlings facility, a portion of the Douglas County Department of Health property, a portion of the Sentinel Wood treating property and all of the former Emerson Motor Company (EMC) facility. In September 2001, EPA, MDNR and Emerson Electric Co. (Emerson) signed an agreement which required Emerson to conduct investigations and cleanup actions at the site. By the end of 2008, over 25 million gallons of ground water have been treated and over 4,300 pounds of contaminants have been removed through Emerson-funded treatment systems at the site.

EE/CA ALTERNATIVES

The EE/CA was conducted to identify and evaluate potential non-time critical removal actions for addressing remaining source material contamination at the site. During the EE/CA study, the following removal action alternatives were evaluated for the site:

Each of these alternatives was evaluated using the criteria of effectiveness, implementability, and cost. Based on this comparative analysis, EPA, MDNR and Emerson recommend Alternative 6 for addressing contamination at the site.

RECOMMENDED CLEANUP ACTION

Alternative 6 was determined to be the most effective removal alternative because it will result in permanent and significant reduction of the total mass of contaminants of concern in ground water and control further migration of affected ground water. This alternative also protects utility and construction worker exposure to contaminants of concern during any utility trench evacuation by placement of institutional controls.

SUBMISSION OF EE/CA COMMENTS

EPA encourages the public to review and comment on the EE/CA for this proposed non-time critical removal action. The comment period runs from March 6, 2009 to April 6, 2009. Please submit your comments by mail or electronically to Dianna Whitaker at the address shown below no later than April 6, 2009.

OTHER AVA SITES

Updated information on the Sentinel Wood Treating Site and Community Laundromat Site will also be presented during this public meeting.
