Portsmouth Sewer Overflow Agreement

EPA is considering entering into a legal agreement with the city of Portsmouth regarding overflows from the city sewer system. The agreement is in the draft version of a document known as a Clean Water Act Administrative Order on Consent, or AOC.
The AOC would require the city to reduce the release of raw sewage from the Portsmouth and Sciotoville sewer systems by taking these actions:
- Improve maintenance, operation and management of the sewer systems.
- Construct specific measures in the Munn’s Run and Upper Grandview/Lawson Run sewer areas.
- Implement measures to keep stormwater from entering the sewer system, including downspout disconnection measures.
The order would also require development and implementation of plans for improved monitoring of the sewer systems, as well as plans for responding to overflows if they do occur. The order addresses the first phase of improvements to the sanitary and combined sewer collection systems.
Before EPA agrees to the proposed AOC, the Agency would like to have comments on the order from the public.
