The Cheyenne Board of Public Utilities (BPU) proposes to develop an integrated watershed plan for Crow Creek upstream and downstream of the City of Cheyenne, Wyoming. The key components of the proposal include community-based public education, best-management practices on major storm drainages, fisheries habitat enhancement, and wetlands treatment. In addition, wetlands may be constructed as an additional treatment source of secondary effluent and an enhancement to wildlife habitat. In return for instituting these programs, Cheyenne BPU asks that Crow Creek remain classified as a Class 4 stream (irrigation and wildlife watering), and that numeric discharge standards not be imposed on the City's storm drainage outfalls. Currently, the Wyoming Department of Environmental Quality is considering reclassifying Crow Creek as a Class 2 (game fishery) or a Class 3 stream (nongame fishery). If the Crow Creek is reclassified, Cheyenne BPU's two waste water treatment plants would have to meet low ammonia limits.
