The Chicago Board of Education is implementing a comprehensive program to incorporate energy efficiency and environmental standards into the expansion and modernization of school facilities and the improved management of its student transportation systems through the development of an "efficiency bank". The Board of Education asks EPA to support the Efficiency Bank by: qualifying the Chicago Public Schools for VOC emissions reductions credits and recommending that the State of Illinois include the Chicago Public Schools in the State Implementation Plan; approving a pilot program for greenhouse gas emissions reductions credits to be traded with local industry; and, assisting the Chicago Public Schools in the implementation of an independently verifiable environmental monitoring system.
