Subject: Project XL, OSi Specialties, Sistersville, WV

The local OSi plant is essential to the economic future of our town and area. It provides both the largest tax base and is the largest employer. While this might be sufficient to endorse the issues of the plant we find that OSi has always been a fair company (previously Union Carbide) with employeed and a company that the best interest of the environment at heart.

We understand that they see the opportunity to invest in increased production of silicones or to invest in pollution abatement equipment. Since both project plans result in the desired achievement of pollution abatement it would seem logical to install the new production equipment which gains the company a position in the market. It is my understanding that this type of investment can qualify under the EPA's regulatory reinvention program (Project XL) since the new investment in production facilities causes a greater environment benefit than does the investment to change the environmental facilities at the plant.

Sistersville most heartily supports the plants request and will be happy to offer whatever endorsements that would speed the decision in favor of the production expansion.
