NOTIFICATION OF COMPLETION OF THERMAL INCINERATOR PERFORMANCE TEST

Dear Gentlepersons,

This letter is to inform you that, on July 15, 1998, OSi Specialties completed the performance test of the thermal incinerator we have installed as part of our Project XL Final Project Agreement. We have thus met the extended test deadline of 120 days after the April 1 startup (or July 30) that has been granted by the West Virginia Office of Air Quality. This will also meet that same extended deadline, that U.S. Environmental Protection Agency has proposed to include in the Federal site-specific rule implementing the XL Project. This notification is being provided for communications purposes only, as we do not believe there is any such specific notification requirement.

The next deadline related to our XL Project is submitting the results of the performance test. Per 40 CFR 63.7(g) (referenced by 40 CFR 63.116, which in turn is referenced by our implementing mechanisms), that deadline is 60 days following the test, or September 13, 1998.

Also attached for your information are copies of the following notices that, as noted in the Federal Register, EPA has requested of OSi Specialties:
A legal ad appearing in the July 15 and 22 issues of the local newspaper, the Tyler Star News, telling of the Federal Register notice.
Our July 14 letter to the XL mailing list, telling that the Federal Register notice had published, and including a copy thereof.
Our June 30 letter to the XL mailing list, telling about the upcoming Federal Register notice regarding the performance test deadline extension.
