Dear Senator Rockefeller:
As the decision official for Project XL, I want to thank you for your letter of November 17, 1995, to Carol Browner in support of the OSi Specialties proposal for this exciting pilot program. As you suggest in your letter, we are certainly looking for Project XL proposals that provide superior environmental protection while at the same time reduce the cost of the protection through regulatory flexibility. We are in the process of reviewing the OSi Specialties' proposal and expect to make a final decision by early January.
The OSi proposal shows great promise in meeting the criteria of Project XL. Officials and staff at EPA have met with representatives from OSi to discuss the proposal. Currently, our technical experts are providing input to the decision making process.
We appreciate your interest in and support for the goals of Project XL and the Agency's common sense reinvention initiatives. You can rest assured that we support your goals of boosting international competitiveness, creating jobs and economic security, and reducing emissions through cost-effective measures.
