II. Issues and Items Discussed
A. The Workgroup went through further revisions to the draft FPA.
B. Beth noted that the section regarding "Legal Basis for Project Implementation" was not necessary given the discussion of implementation mechanisms later in the document. Tim suggested that he and Beth have further discussions regarding this section.
C. OSi noted that milestone dates will be available by May 30. EPA requested that OSi consider a milestone date based on the delivery date for the vent incinerator. The Workgroup also discussed the commencement of construction as a possible milestone date. A number of participants noted that OSi will have to allow time for securing any necessary permit prior to construction of the vent incinerator.
