Pulp and Paper
(MACT III)
· Standard addresses emissions from mechanical pulping, non-wood pulping, secondary fibers deinking and nondeinking, and paper machines.
· There are approximately 560 mills in the Pulp and Paper source category. MACT I addressed approximately 160 mills and MACT III addresses emissions at the remaining mills plus emissions from paper machines at MACT I and MACT III miles.
· The Presumptive MACT for this source category was completed in September 1995. There was very little data available on HAP emissions from these mills and the available data indicated that there are no air pollution control devices in place on MACT III sources except for possibly chlorine bleaching.
· Based on the Presumptive MACT, MACT III was proposed with the MACT I announcement of availability of supplemental information on Mach 8, 1996. The proposed MACT for these sources is no add-on control.
· Industry is presently conducting a testing program addressing emissions from MACT III sources except non-wood pulping and will be providing this information in January 1997.
