The U.S. Coast Guard would like to test the use of a new ship that is powered by fuel cells as opposed to traditional diesel combustion engines. The USCG would like to obtain relief from the Federal Implementation Plan (FIP) for southern California. The only regulation mentioned in the proposal was the Clean Air Act FIP. USCG was requesting relief from fines associated with non-compliance with the FIP.
