Port of Houston Authority
The Port of Houston Authority (PHA) proposes to develop a "model port" environmental program, based on their current environmental program, that can be used as a guide for individual ports to create their own compliance program. This "model" will provide ports with a concrete example of how to implement and maintain an effective program and will present both a process for developing the program and alternatives that were evaluated in selecting program elements.
