PCS Nitrogen, L.P.

PCS Nitrogen, L.P., of Baton Rouge, LA, is a major manufacturer of food-grade phosphoric acid. The phosphoric acid production process generates large amounts of phosphogypsum as a byproduct, which is Toxic Release Inventory (TRI) reportable. PCS Nitrogen wants to cut down its TRI reporting and to curb the expanding gyp stacks. Specifically, the company plans to make a product for enhancing agricultural soils by composting together the gyp from their facility, runoff waters from their inactive stacks, and organic waste from outside sources such as sugar cane processing. To proceed with their plan, PCS Nitrogen needs an exemption permitting alternative use of gyp under Clean Air Act (CAA) regulations.
