Illinois Environmental Protection Agency (EPA) and Safety-Kleen have developed a joint proposal that seeks to replace certain RCRA hazardous waste (Subtitle C waste) and Illinois Special Waste (Subtitle D industrial waste) requirements with recycling management standards. The projects cover the Dolton Recycle Center (and branch operations) and two branch facilities located in Elgin and Pekin, Illinois. The project presents an opportunity for testing regulatory alternatives for managing hazardous and industrial D wastes. The project sponsors request regulatory relief from a variety of RCRA Subtitle C requirements, such as manifesting requirements at 40 CFR Parts 262 and 263, treatment, storage, and disposal requirements at 40 CFR Parts 264, 265, and 270 and certain standards for the management of specific hazardous wastes at 40 CFR Part 266.
