In 2002, the Pennsylvania Department of Environmental Protection and the US EPA were signatories to a Final Project Agreement that created a Project XL pilot program (PDF, About PDF) to facilitate a new approach to encourage the re-mining and reclamation of abandoned coal mine sites to achieve better compliance and improved water quality in selected drainage systems. In 2009, PA DEP issued a final report for the project, which is posted on the project's evaluation page. This project ended in 2010 and is officially closed.
