Project XL Compliance Screening

For all proposed XL projects, EPA performs a background review of the sponsor's compliance history. The purpose of this review is to determine if there are outstanding compliance actions which would warrant exclusion from the XL project. Former compliance problems do not automatically exclude a sponsor from participating in XL, but EPA must weigh previous compliance history with the intent of XL and risk to the Agency. The following guidance applies to compliance screening.
