Dear Mr. Kessler:

We are in receipt of a copy of Eastman Chemical Company's October 29, 1996 Project XL application, which was submitted to your office. Per the guidance continued in the May 23, 1995 Federal Register (Vol. 60, No. 99) our Department has begun a review of this proposal.

We want you to be aware that this Department is favorably impressed with the ideas and the benefits to be derived as we understand the project at this time. We also want to assure you that we will be available for input as the project continues through the stakeholder review process. The project does appear to provide a common-sense and more cost-effective way to meet regulatory intent and would pose no added harm to human health or the environment.
