Dear Captain Murphy:
Thank you for the Coast Guard's proposal to EPA's Project XL. I am sorry
to inform you that the Environmental Protection Agency has decided to
reject the U.S. Coast Guard Project XL proposal because the ideas proposed,
we believe, can be implemented without the involvement of Project XL.
The Agency would, however, like to commend the Coast Guard for its proposed
use of innovative environmental technology and its commitment to pollution
prevention as the preferred environmental management option.
Because Project XL is a limited pilot program, the selection process
is highly competitive. For that reason, the selection committee favors
proposals that can be implemented only through EPA's Project XL. We
thank you for your interest in Project XL and look forward to hearing
of your successful pursuit of environmental excellence and leadership.
