In light of your having received information on October 30, 1996, that you feel is critical to your review of the subject document EPA will allow you to submit comments after the published deadline. As we agreed, EPA will consider comments provided by the Natural Resources Defense Council and on behalf of Ms. Lauren Blum of the Environmental Defense Fund. As we agreed, your comments will be submitted on or before November 14, 1996.
