Dear Mr. Bowling:

I am pleased to inform you that the Lockheed Martin Air Force Plant #4 in Fort Worth, Texas has been selected to enter the project development phase of the XL process to conduct the Project XL/ENVVEST pilot. We look forward to working with Lockheed Martin, the U.S. Department of Defense, the U.S. Air Force, the State of Texas, and other appropriate stakeholders to develop a Final Project Agreement (FPA). The EPA will detail the commitments and expectations of all the parties.

Project XL was created to encourage innovative environmental strategies for the 21st century and to foster excellence and leadership in environmental protection. We believe your proposal exhibits good potential to accomplish these goals.

The first order of business is the development of a thorough stakeholder involvement plan. Lockheed Martin has already begun this process with the draft plan. The company should now review the stakeholder section of the April 23, 1997, Federal Register (62 FR 19872) and fine tune the plan with participants from the community, environmental groups, industry groups, and the State.

An area of concern that must still be recognized is the process and schedule for coming into compliance with the regulations, if the project fails to meet expectations. Additionally we will need criteria to determine when that schedule must be implemented. These concerns will be discussed.

EPA is assembling a staff team to work with you, Lockheed Martin and stakeholders on development of the project. Our Agency team will be led by Adele Cardenas, P.E., of my staff and Walter Walsh of the Office of Reinvention in our Headquarters office. Ms. Cardenas may be reached at (214) 665-7210 and Mr. Walsh is available at (202) 260-2770. They will be in touch with you shortly to commence development of the FPA.

We are pleased to be working with the Department of Defense and Lockheed Martin in a process that holds such promise for environmental innovation.
