9/24 CAC Subcommittee Meeting
- Meeting was attended by Robert Hall, Mark Ostertag (sorry about the spelling), Terry Dressler, and John Gunderson. Mark is the environmental and safety coordinator at a high tech company. On the subcommittee, but not in attendance, was Marc Chytillo of the Environmental Defence Center and Ross G., the environmental coordinator at UCSB.
- Both community members stressed the importance that the FPA set out a process for tracking success, including a cycle of review to evaluate success and a method for measuring success. Specifically, the FPA should include a definite period when the emissions reductions will be analyzed and milestones measured.
- Walter Walsh noted that commitments to measure success and defining the method of measurement in the FPA is required. Some methods for measuring success include recordkeeping, monitoring, and reporting. Technical Subgroup Meeting
- Source selection criteria -- The group established criteria for selecting which boilers would be involved in the emissions reduction project. Some information is already available from the emissions inventory. However, the group will have to conduct a site visit to gather other information such as the age of the equipment, any logistical constraints that would impact retrofitability, and boiler configuration.
- Site visit team -- The site visit team will include a combustion specialist with insight into newer technologies, Jeff Karmedy from SBAPCD, and the Vandenberg contractor, Petrotech. Monte will contact So Cal Gas, the Gas Research Institute, and a couple other places to try to find a combustion specialist. (A)
- Technology selection -- Criteria to be considered include: 1) whether the vendor can meet the NOx reduction goals; 2) cost; and 3) warranties/guarantees. Vandenberg will draft a request for proposal and send the request to vendors dealing with low NOx burner technology. The objective is to find which vendor can retrofit which boiler most effectively.
- Monitoring and source demonstration requirements -- Will be discussed at meeting on Oct. 22.
