Administrative Items:
- Cece agreed to draft an agenda for the Oct. 10 meeting. Suggested topics include: FPA, bump-up, enforceability, technical working group, and emissions reduction plan. (A)
Discussion Items:
9/11 CAC Meeting
- The FPA was not distributed at the 9/11 CAC meeting. The subcommittee agreed to meet on Sept. 24, and Terry will distribute a copy of the FPA prior to that meeting.
- Vandenberg questioned whether the Maj. Smith FPA draft would also be distributed to the CAC Subcommittee. Vandenberg was concerned that the EPA version might be viewed as representing a 3-way proposal (EPA, SBAPCD, and VAFB). EPA and Santa Barbara indicated that they had thought the FPA drafted by EPA was based on an approach agreed to by all parties both at the kick-off meeting and on subsequent conference calls. Vandenberg acknowledged that there was not internal air force consensus and agreed to determine exactly what the air force wants in the FPA.
Stakeholder Workshop
- Vandenberg prefers to have a solid FPA draft prior to the stakeholder workshop. As a result, the workshop is being scheduled for after the Oct. 10 face-to-face meeting.
Bump-up Contingency Plan
Desired Outcome if bump-up occurs:
- Vandenberg - The FPA should set a mechanism in place that would allow ENVVEST to continue in the case of a bump-up.
- Santa Barbara - Not sure a contingency plan in the FPA is necessary. If there is a contingency plan, it must be legal and solid.Strategy for addressing bump-up in FPA:
- All parties agreed that an acceptable contingency plan in the case of a bump-up is to include in the "enforceable emissions reduction plan" (and the FPA) the requirement that Vandenberg must submit a title V application within 1 year of the redesignation; i.e., one year after Vandenberg becomes subject to title V as a result of the change in applicability thresholds. During this one year, the parties agree to pursue other options to determine whether or not ENVVEST can and should continue.
- John Gunderson agreed to draft language for the contingency plan and include it with the Base's other comments on the FPA. (A)
Environmental Benefits if Bump-up occurs and ENVVEST ends:
- The group was reminded that under ENVVEST, Vandenberg is getting relief in the form of delaying title V (perhaps permanently). In exchange, Vandenberg must produce environmental benefits to some extent--even if the initiative is terminated due to a bump-up.
- There was some discussion whether the emission reduction
actions identified in the federally enforceable plan would remain
in effect and funded if a bump-up occurs and ENVVEST is terminated.
Vandenberg will check on this issue.
