RE: Anheuser-Busch Project XL Proposal

Dear Mr. Kessler:

On Tuesday, July 25, Anheuser-Busch representatives presented details on their draft Project XL proposal to the Florida Department of Environmental Protection (Florida DEP). Subsequent to the meeting, a letter supporting the proposal, with concerns, was sent to Larry Keith of Anheuser-Busch.

We have since met with the Jacksonville Anheuser-Busch brewery and spoken in more detail with the corporate Anheuser-Busch office and believe that the Florida DEP can fully support and participate in the Anheuser-Busch pilot.

Anheuser-Busch Project XL Proposal

Over the past several months, Anheuser-Busch has had discussions with the Florida Department of Environmental Protection's (DEP) Northeast District personnel concerning Project XL. Mr. Ernest Frey, Director of District Management for DEP's Northeast District, submitted a letter of support for the Anheuser-Busch Project XL Proposal to you on September 25, 1995.

The Florida Department of Environmental Protection is encouraging programs similar to Project XL to help streamline the regulatory process, reduce paperwork, reduce costs, and increase overall flexibility; while at the same time improving overall environmental results.

We support the Anheuser-Busch Project XL Proposal and are willing to be a participant in the pilot.

RE: Anheuser-Busch Project XL Proposal

Dear Sir/Madam:

The City of Jacksonville Wastewater Treatment Plant has discussed and reviewed the Anheuser-Busch proposal to participate in Project XL. It is our understanding that the following issues are key elements of the proposal:

1. Pilot an expanded bubble approach to encourage decision making based on multimedia impact rather than single-media impact; and

2. Implement an Environmental Management System (EMS) to provide both regulators and industry an improved method of routinely ensuring and measuring facility compliance.

The City supports the Anheuser-Busch proposal and will cooperate as needed to successfully complete the pilot.
