SUBJECT: ENVVEST Proposal for Naval Station Mayport, FL

Thank you for submitting the ENVVEST proposal for Naval Station Mayport, which we have forwarded to the Environmental Protection Agency (EPA) for review. Since Mayport's proposal was initially developed, EPA has revised the requirements for XL proposals and now requires a Stakeholder Involvement Plan to be submitted with each proposal. This requirement was passed on to all ENVVEST participants in DUSD(ES) memorandum of May 21, 1997, SUBEJCT: ENVVEST Nominations (Attached). Please have Naval Station Mayport prepare a brief Stakeholder Involvement Plan and submit it to this office to be forwarded to EPA.

In addition, the revised XL guidance recommends project sponsors start working with the relevant state, tribal, local, or other regulatory agencies to gain their support of the proposal prior to submitting it to EPA (see page 19878 of the Federal Register Notice). Please have Naval Station Mayport begin discussions with the EPA Region IV, Corps of Engineers, and Florida as soon as possible. EPA will be looking for their endorsement of the Mayport proposal during their initial stages of review. If you have any questions, my point of contact is Ms. Maureen Sullivan, 604-0519.
