Dear Dr. Lents:

I am pleased to invite the South Coast Air Quality Management District (SCAQMD) to participate in Project XL. We at EPA are truly excited about the development and implementation of your proposal to pilot Alternatives to Work Trip Reduction Plans.

Implementation of your proposal requires the execution of a Project XL Final Project Agreement (FPA) between EPA, SCAQMD, and State of California. The FPA will detail the expectation and duties of each of these parties as part of the project. Signing of the FPA signals EPA's approval for SCAQMD to implement its proposed alternative to the otherwise applicable statutory and regulatory requirements.

They will be contacting you shortly in order to initiate the FPA development process. Also feel free to contact Jon Kessler, the Director of Project XL, at (202) 260-3761. Based on the level of detail contained in your proposal, I believe that we can create the FPA and move to implementation in short order.

Notice of this letter will be made available to the public. Still under consideration, however, are whether and how the first group of Project XL selections made this summer will be announced to the media. My staff will be working on this issue in the coming weeks. Any thoughts you have are appreciated.

Congratulation on a fine proposal. This is truly an excellent opportunity to move forward in partnership toward new ideas and the creation of a new system of environmental protection.
