Dear Mr. Kessler:
Merck & Co., Inc. (Merck) is very interested in Project XL. Attached
is a conceptual outline of our application for Project XL. The attached
project outline is for our Stonewall Plant located near Elkton, Virginia.
There are a number of questions and concerns that need to be answered
before we send you the complete application, thus we would like to meet
with you as soon as possible to discuss our proposal and Project XL.
I want to express Merck's strong desire to participate with the early
group of companies that want to develop facility XL projects. Merck
is looking forward to working with EPA and other interested stakeholders
in crafting a project that results in enhanced environmental protection
and flexibility for Merck's Stonewall Plant.
