Mr. Whitlock called Ms. Moran on 5/14/97 and left a voice mail message with the following comments: He lives within 12 miles of the Shenandoah Parkway. Merck's change to burn natural gas instead of coal in the boilers to reduce NOx and SO2 is a step in the right direction, but to give Merck indefinite exemption from EPA rules is very risky. Knowing that big business has very little conscience and the dollar is the Bible, all those permitted are reviewed every five years, they have the veto power against any further decision, and this is dangerous. He suggests to limit the term of the permit, remove Merck's veto power, and require greater public involvement in permit process. He is very familiar with the Shenandoah Parkway and has already seen the damage from these emissions. He hopes we can prevent any further damage in this direction.
