Dear Ms. Moran,

I am writing in support of Merck's participation in Project XL. I have familiarized myself with the Elkton site's plan to decrease the adverse impact of air pollution in the neighboring Shenandoah National park and the region.

The project includes converting its powerhouse from coal to natural gas, thereby, generating fewer emissions. This will be accomplished in part by establishing a cap on the amount of total criteria pollutants emitted from the site. Another factor, that will alleviate paperwork, is the establishment of a "tiered" measurement system of compliance.

The efforts of Merck are quite commendable. In the current climate of reducing government, Merck had dedicated itself to the task of environmental progress outside the constraints of existing regulations. I think the efforts of Merck, all the contributing organizations and individuals are setting an example to others that industry can co-existing with our natural environment without endless government regulations.
