Dear Ms. Moran:
I write to you concerning the exemption being proposed for our local Merck plant under Project XL.
The overall intent of their program is very good. However, there are shortcomings that should be challenged and changed by the EPA. There is inadequate community and public interest participation in the permit review process.
The permit has an unlimited term, and proposed changes can be vetoed by Merck. This gives the control over the permitting process.
Not all pollutants may decrease with Merck's new boilers.
