Dear Ms. Moran,
I would like to comment regarding the above permit under consideration. Although Merck is doing the right thing in changing from coal-burning to natural gas, I am disturbed by the unlimited term of the permit and by the lack of full public scrutiny. To give Merck the right to veto any proposed changes to the permit is simply outrageous. This kind of an arrangement sets a bad example for others to follow. I hope your agency will reconsider these conditions.
