Dear Ms. Moran:

I am writing to express any support for the Merck XL Project. I am an employee at the Elkton, Virginia, Stonewall Plant where I have engineering and management responsibilities including those for utilities/powerhouse operations. I believe this project represents a "win/win" opportunity for the community, the environment and for Merck.

As an employee, I am excited about the flexible air permitting this agreement will provide to the site. This is vitally important in the fast-changing global pharmaceutical business.

As a close neighbor and one who has spent most of my life near the plant, I am excited that a permanent step change reduction in emissions will occur. I believe my family and others in the Valley will benefit from this change in plant operations.

I am also in support of the format discussed and agreed upon by the "stakeholders" for future reviews including having an elected member from the Rockingham County Board of Supervisors designated as the community representative. I ask for your continued support for this important project.

Sincerely,

Larry W. Baugher
