Enclosed are our comments for next week's discussion on achieving the minimum requirements during the development of the Comprehensive Operating Permit (COP). Our comments are based on our review of the draft for Chapter 10 (General Plant Maintenance); however, our comments should also provide a framework for the core teams' effort to establish other sections within the COP that distinguish levels of responsibility for certain procedures or non-procedural aspects from basic operating procedures.
The comments are structured by program [e.g., drinking water, air, etc.] with five basic
components to distinguish the level of responsibility and to provide the elements for the scope and basis for the permit: Applicable Statutes and Rules, Basis/Scope, Limitations, Operator and Responsible Party Procedures. As discussed in our last meeting, a rule/statute citation for each requirement is provided to assist you with the assimilation of these compliance items and other pertinent information into the COP.

Basis/Scope:
Management Plan
Status : The facility is considered to be an small quantity generator (SQG) based on inspection of the quantity of hazardous waste generated at the facility and its contiguous property which includes the plant and repair areas.
The generator is responsible for determining if its a waste is solid waste, hazardous waste or exempt.

Criteria for determining waste generation, management: Generators are responsible for conducting waste determinations on all solid waste generated at its facility. This would include Identifying list wastes (F, U, P) and wastes failing TCLP. The volume of hazardous waste generated monthly, determines the classification of generator (CESQG, SQG, LQG)
