  1. Registration review is an opportunity for EPA to review all labels for an active ingredient for consistency

  2. Routine label changes - provide 18 months for existing stocks

    3. a. State approval process
    b. Lead time for packaging and printing new labels
    c. Product inventory
    d. Production schedule
    e. Number of distributors

  3. For significant risk, the Agency may require faster label changes to reflect necessary mitigation

    a. Shortening timeframes may increase costs to industry
    b. Consider supplemental labeling and stickering when possible
