Implementing FQPA Provisions For Public Health Pesticides
OPP has a Public Health Official (OPHO)
- Appointed by OPPTS Assistant Administrator in September 1998
- Charged with implementing and coordinating public health provisions of FQPA
- OPP single public health point of contact for coordination with CDC, FDA, and USDA
- Assists OPP with public health issues related to pesticides, e.g., West Nile Virus
OPP Public Health Steering Committee Established
- Formed in September 1998
- Chaired by OPHO and includes membership from each OPP Division
- Sub-Workgroups developed including MOU and Public Health Pest List
- Monthly coordination and issues conference calls held with CDC
- EPA and CDC consultative process(SOP)developed
- Provides framework for joint efforts and coordination between EPA and CDC
- Coordination activities proceeding-not awaiting MOU

EPA in coordination with HHS shall identify pests of significant public health importance. |

EPA shall consult with HHS prior to taking final action to suspend registration under Section 3(c)(2)(B), or cancel a registration under Sections 4, 6(e), or 6(f). |

EPA in coordination with HHS shall implement programs to improve and facilitate the safe and necessary use of chemical, biological, and other methods to combat and control such pests of public health importance. |

EPA shall exempt any public health pesticide from the payment of a re-registration fee or registration maintenance fee...if EPA determines in consultation with HHS that the economic return to the registrant from sales of the pesticide does not support the registration or re-registration of the pesticide. |

EPA shall...assure the expedited processing review of any application that proposes the initial or amended registration of an end use pesticide that, if registered as proposed, would be used for a public health pesticide. |

HHS shall make arrangements for the conduct of studies...if EPA and HHS determine that the benefits of continued use warrant a commitment by HHS to conduct the studies for re-registration or continued registration. EPA shall amend the 3(c)(2)(B) notice to allow for reasonable time periods for submission of data by HHS before taking final action. |
