EPA issued notice of proposed rulemaking on registration review

  • On April 26, 2000, EPA issued an advanced notice of proposed rulemaking on the registration review process required by the Food Quality Protection Act (FQPA).
  • FQPA established this requirement for periodic review of pesticide registrations to ensure that over time they continue to meet statutory standards for safety.
  • The comment period closes June 26, 2000.

The rule will cover procedures for accomplishing the review

  • Aspects to be covered include:
  • Setting priorities for review
  • Establishing a mechanism for setting schedules for review
  • Articulating the general approach for conducting and concluding the review
  • Other areas to be determined as needed
  • The reviews will occur on a 15-year cycle.
  • Existing regulations and guidance on information required for pesticide registration will continue in effect.
  • This process will not affect the ability of EPA to require data from registrants when needed to support a registration or to conduct other reviews, such as the Special Review process.

  • Incorporating lessons learned from reregistration

Initial Conceptual Model

  • Step 1: Plan and schedule candidates for review
  • Step 2: Publish schedule, define initial scope and level of review, and issue needed data call-ins and requests for applications for scheduled candidates
  • Step 3: Registrants submit applications for review
  • Step 4: EPA conducts the review and issues it for public comment
  • Step 5: Consider comments, issue final review, and review registrant’s proposed labels
