Fiscal Year 2009 Pollution Prevention Grant Summaries

The Pollution Prevention Grant Program provides matching funds to state and tribal programs to support P2 activities across all environmental media (air, water and land) to develop state-based programs. EPA believes these environmental programs have the best opportunity to promote P2 because states and tribes have closer, more direct contact with industry and are more aware of local needs. In FY 2009, EPA awarded approximately $4.1 million in P2 grant funding to support one-to-three-year project plans. These summaries list the states and tribes that were awarded P2 grants in FY 2009. The EPA grant amounts reflect the first year of grant funding.

Region 1

CONNECTICUT

Connecticut Department of Environmental Protection (DEP)
EPA grant: $80,000

Connecticut DEP will conduct several technical assistance projects that include pollution and greenhouse gas emissions reductions from hospitals through the Connecticut Hospital Environmental Roundtable workshop; data collection and analysis; pesticide and fertilizer reductions through an organic land care project for local governments and landscaping businesses with a focus on turf athletic fields; publishing the "P2 View" quarterly newsletter to households, businesses, and local governments (with emphasis on source reduction and pollution prevention strategies); a green hotels project to encourage energy conservation and environmental protection at Connecticut hotels; pollution prevention and environmental compliance database management and collection; and initiating the Government Leadership Green Purchasing project to help green government purchasing practices and be a model for other government agencies to establish policy, environmentally preferable purchasing criteria, and methods for conducting on-site training.

MAINE

Maine Department of Environmental Protection (DEP)
EPA grant: $83,000

Maine DEP will promote the greening of businesses and institutions by providing on-site technical assistance to the hospitality sector, assisting in greening state government, assisting businesses in reducing energy and greenhouse gas emissions, and facilitating the development of an environmental management system (EMS). Specific programs and activities to be implemented include: the Environmental Leader Green Certification Program for Maine's lodging businesses and restaurants; the greening of Maine's state government through source reduction, environmentally preferable procurement, promoting energy related greenhouse gas reduction; promoting and administering the Governor's Carbon Challenge Program; conducting green product research; EMS facilitation and implementation; and serving as the lead environmental advisor to the Green Campus Consortium.

MASSACHUSETTS

Massachusetts Executive Office of Energy &Environmental Affairs Office of Technical Assistance and Technology (EOEEA OTA)
EPA grant: $39,968

Massachusetts EOEEA OTA will enhance an existing on-site technical assistance program by staffing it with pollution prevention interns and initiating a contract for offering specialized environmental services. The interns will provide pollution prevention, energy efficiency, water conservation, and waste reduction assistance to environmental professionals. The technical expertise of the interns will also be shared with students attending nearby colleges and universities. Massachusetts EOEEA OTA will also conduct up to three pollution prevention technical assistance workshops and work to improve its technical assistance offerings.

University of Massachusetts Lowell - Toxic Use Reduction Institute (TURI)
EPA grant: $32,032

TURI will use the grant funds to convert two existing dry cleaning facilities to wet cleaning facilities by offering TURI-funded equipment grants to help offset the cost of the conversion. TURI will also offer training and educational materials to dry cleaners, reach out to the hospitality sector (a significant client of dry cleaning services), educate local hotels and convention centers on the benefits of wet cleaning, and encourage the dry cleaning sector to practice environmentally safer and healthier business practices.

NEW HAMPSHIRE

New Hampshire Department of Environmental Services (DES)
EPA grant: $80,000

New Hampshire DES will provide environmental assistance to auto body shops, support and expand lean and environment applications, and support the University of New Hampshire's DES Pollution Prevention Internship Program. To accomplish these objectives, New Hampshire DES will establish baseline environmental performance data for the auto body sector using the States' Common Measures Project and questions developed by EPA Region V and Maine DEP. The grantee will use in-house staff for two New Hampshire lean and environment reviews and for at least two of the remaining reviews in Maine or Massachusetts and will continue to support the University of New Hampshire's environmental intern program while exploring opportunities to create pollution prevention internship programs at one or more additional New Hampshire colleges or universities.

VERMONT

Vermont Department of Environmental Conservation (DEC)
EPA grant: $80,000

Vermont DEC will provide administrative and technical assistance to the Vermont Business Environmental Partnership (BEP), and the Governor's Awards Program for Environmental Excellence and Pollution Prevention. The grantee will specifically provide pollution prevention outreach materials, technical assistance, and conduct recognition incentive programs for marinas and golf courses. The grantee will also support the Vermont Small Business Development Center by offering training workshops, on-site technical assistance to the Vermont BEP and Vermont's existing Green Hotels Program.

Region 2

NEW JERSEY

Kean University
EPA grant: $61,538

Kean University, in partnership with the New Jersey Higher Education Partnership for Sustainability (NJHEPS) will assist colleges and universities in Region 2 in reducing their energy use and Greenhouse Gas (GHG) emissions. They will help the colleges to apply the latest energy and GHG emissions management tools; develop and implement training workshops for colleges on the use of these tools; create a mechanism to publicly report campus GHG/energy reductions; and create a protocol so that other colleges can replicate Kean University/NJHEPS process for reducing GHG and energy use reductions on a campus-wide basis.

NEW YORK

Buffalo State College, State University of New York (SUNY)
EPA grant: $60,000

Buffalo State will build upon a current EPA-funded pollution prevention grant to create a new partnership with the Buffalo Niagara Convention and Visitors Bureau which has started a Green Hospitality Initiative. Buffalo State will partner with the Erie County Department of Environment and Planning to train student interns who will conduct on-site pollution prevention/green assessments of hotels. These student interns will provide technical assistance to 15 hospitality sector businesses in the areas of heating, ventilating, and air conditioning, utilities and buildings, grounds maintenance and transportation. This project will provide waste reduction and monetary benefits to the hotels, as well as enhance the education of both students and hotel staff.

New York State Energy Research and Development Authority (NYSERDA)
EPA grant: $84,998

NYSERDA, in collaboration with Brookhaven National Laboratory and City University of New York (CUNY), will use advanced software tools to determine energy efficiency and load management opportunities in CUNY campus buildings and will provide recommendations for reducing energy consumption and greenhouse gas emissions. NYSERDA will share the results with the surrounding community boards and will work with them to apply these tools to community facilities, such as housing projects, hospitals and hotels

Region 3

WEST VIRGINIA

West Virginia Department of Environmental Protection (DEP)
EPA grant: $160,000

West Virginia DEP will assist the West Virginia Sustainable Communities Program, the Travel Green West Virginia Program and the West Virginia Environmental Excellence Program through a series of pollution prevention project activities. Specifically, the grantee will conduct sustainability workshops, provide outreach materials, and offer educational and technical assistance on energy, water and waste conservation, pollution prevention and sustainable practices. The grantee will also use the enviroIndexT Sustainability Rating System to allow organizations to determine their economic, environmental and socio-cultural performance.

VIRGINIA

Virginia Department of Environmental Quality (DEQ) Virginia DEQ
EPA grant: $40,000

Virginia DEQ will coordinate with other organizations to expand the Virginia Green tourism program to include new sectors and determine the appropriateness of national standards; continue implementation of the Virginia Environmental Excellence Program which provides incentives for various facilities to develop environmental management systems (EMSs); and continue implementation and possible expansion of the Governor's Environmental Excellence Awards to foster greater involvement in environmental initiatives. Tasks include workshops, site visits, assistance in preparing EMSs and other technical reports and website maintenance.

Wytheville Community College
EPA grant: $38,000

Wytheville Community College will provide on-site assessments and pollution prevention technical assistance to small and medium-sized businesses in Virginia. Specifically, the grantee will instruct businesses how to develop an environmental management system, use energy automation systems to help reduce greenhouse gas emissions; conduct no-cost training for production workers; conduct peer-to-peer environmental meetings; and provide outreach materials.

ALABAMA

Alabama Department of Environmental Management (DEM)
EPA grant: $40,000

Alabama DEM will re-start its pollution prevention program to provide pollution prevention educational materials and offer technical assistance to the auto body and auto repair sectors.

FLORIDA

Florida Department of Environmental Protection (DEP)
EPA grant: $40,000

Florida DEP will use grant funds to support three projects: . Resource Engineer Technical Assistance Program (RETAP) - grantee will provide technical assistance in source reduction/conservation of water/energy to industry, businesses/government by conducting Green Opportunity Surveys. . Florida P2 Week 2010 - grantee will focus on hazardous materials reduction and resource conservation strategies through green cleaning at institutional facilities (prisons, colleges) . Green Lodging Housekeeper Project - grantee will provide awareness and best management practices in partnership with the University of Florida Center for Training, Research &Education for Environmental Occupations that address toxic &hazardous waste reduction with energy and water conservation.

GEORGIA

Georgia Division of Natural Resources-Sustainability Division
EPA grant: $74,500

The Sustainability Division will continue to enhance its Leadership for a Sustainable Georgia Program by performing more on-site visits, more training on environmental management systems training and multi-media technical assistance and lead a student internship program focusing on pollution prevention technical assistance and sustainability.

KENTUCKY

Kentucky Department of Compliance Assistance (DCA) and Kentucky Pollution Prevention Control (KPPC)
EPA grant: $67,000

Kentucky DCA and KPPC will continue its work through the Kentucky EXCEL leadership program and focus their efforts on energy efficiency, environmental management systems and carbon footprints.

MISSISSIPPI

Mississippi Department of Environmental Quality (DEQ)
EPA grant: $60,000

Mississippi DEQ will develop energy management systems for water utilities, energy efficient schools, and organize environmental stewardship programs for municipalities.

NORTH CAROLINA

North Carolina Department of Environment and Natural Resources (DENR)
EPA grant: $67,000

North Carolina's DENR Environmental Stewardship Initiative will continue its work to encourage facilities to go beyond compliance through implementing environmental management systems. Funding will be used to offer new training to promote multi-media pollution prevention and waste reduction among regulated business and industry in the State. The project will aim to increase energy and water conservation, reduce exposure to contaminants in air, water and land, and reduce greenhouse gas emissions.

SOUTH CAROLINA

South Carolina Department of Health and Environmental Control (DHEC)
EPA grant: $63,500

South Carolina DHEC will continue its leadership program focusing on developing environmental management systems, offering pollution prevention technical assistance, providing energy efficiency audits, and promoting lean and environment practices.

TENNESSEE

Tennessee Department of Environment and Conservation (DEC)
EPA grant: $65,000

Tennessee DEC will conduct multi-media pollution prevention activities in Tennessee; continue its environmental leadership program (TP3), continue its participation with the Schools Chemical Cleanout Campaign (SC3) that assists schools with the cleanup and disposal of chemicals; and participate in the Green Schools Program that emphasizes best management practices for chemicals in schools. Specific activities include periodic inventories of chemicals, developing chemical hygiene plans, and providing safety training in the schools. The training encourages the use of environmentally preferable products and practices.

Region 5

ILLINOIS

University of Illinois - Illinois Sustainable Technology Center
EPA grant: $79,000

The University's Illinois Conservation of Resources & Energy Program will try to achieve measurable water and energy conservation improvements for Illinois businesses and communities. The project is designed to provide the technical assistance to businesses, water producers, and wastewater treatment operators to achieve efficiencies associated with water consumption; wastewater generations; energy consumption; and reducing carbon emissions.

INDIANA

Indiana Department of Environmental Management (DEM)
EPA grant: $89,710

"Reducing Toxics in Indiana through Pollution Prevention" promotes P2 opportunities and grants to Indiana facilities to reduce their usage of EPA's Resource Conservation Challenge 31 Priority Chemicals or the Region 5 priority chemicals. DEM will review the Toxic Release Inventory (TRI) to find and contact those facilities releasing these chemicals to deliver P2 technical assistance. DEM will perform P2 opportunity assessments as requested by these targeted facilities and promote the Indiana P2 Grant program to help successful applicants implement P2 projects. EPA's funds will actually be used to reinstate the Indiana P2 Grant Program which had its state funding cut last year. This will directly enable Indiana facilities that successfully compete for an Indiana P2 Grant to implement a P2 project to accomplish environmental outcomes.

MICHIGAN

Michigan Department of Environmental Quality (DEQ)
EPA grant: $84,500

The "Sustainable Michigan Hospital Initiative" will assist Michigan hospitals in adopting enhanced P2 technologies and practices that will reduce pollution, toxic chemicals, public health hazards, conserve water and promote energy conservation and renewable energy projects. MDEQ Office of Pollution Prevention and Compliance Assistance (OPPCA) will partner with Michigan hospitals and healthcare associations to provide P2 technical and compliance assistance as well as training and financial support to accomplish waste reductions at Michigan hospitals.

MINNESOTA

Minnesota Pollution Prevention Control Agency (PCA)
EPA grant: $81,383

Minnesota PCA will continue tracking and reporting performance measures for the work begun with the FY2008 P2 grant. It also allows for support for P2 integration with projects in Green Chemistry/Green Design, Green Buildings, and in partnership with the Minnesota Technical Assistance Program provide assistance to the Non-hospital Healthcare industry sector.

OHIO

University of Toledo
EPA grant: $68,730

The University of Toledo will coordinate with the Ohio Statewide Environmental Network to provide comprehensive pollution prevention planning and implementation efforts statewide. The University and its Edison Center will provide two pollution prevention seminars or workshops for small to medium sized manufacturers; conduct ten pollution prevention assessments for local businesses; and instruct businesses on how to implement the recommendations.

WISCONSIN

Board of Regents University of Wisconsin - Solid &Hazardous Waste Education Center (SHWEC)
EPA grant: $83,387

SHWEC will provide technical assistance to businesses in Wisconsin to reduce pollution from hazardous materials, decrease greenhouse gas emissions, and improve energy efficiency. SHWEC will also provide training in source reduction techniques to student interns, health care environmental health and safety staff, and marina operators in the hospitality sector. The objective of the training is to eventually propose pollution prevention recommendations to staff in the healthcare and hospitality industries on how to reduce generation and emissions of hazardous and infectious waste.

Region 6

ARKANSAS

Arkansas Department of Environmental Quality (DEQ)
EPA grant: $20,000

Grant funds provide direct support for ADEQ's P2 program. As a result of the grant Arkansas DEQ will conduct site assistance visits across Arkansas, in partnership with ADEQ's Business Assistance Program. In addition, the P2 Coordinator is tasked to operate and improve the Environmental Stewardship (ENVY) Award Program and strengthen the agency's environmental management system activities.

NEW MEXICO

New Mexico Environmental Department
EPA grant: $16,500

The grantee will use a portion of funding to integrate pollution prevention into is regulatory offices, support the Green Zia Environmental Excellence Program and New Mexico's environmental leadership program. The grantee will also continue to partner with New Mexico State University's (NMSU) Waste-management Education and Research Consortium (WERC) to provide pollution prevention technical assistance.

Regents of New Mexico State University (NMSU)
EPA grant: $45,000

NMSU will provide technical assistance to small and medium sized businesses, pollution prevention training to dental and healthcare facilities, continue providing environmental management system assistance to the municipalities of Las Cruces, and work with NMSU Sustainability committee to develop an environmental management system for the university. NMSU is also providing P2 Technical Assistance including EMS training to tribal entities

OKLAHOMA

Oklahoma Department of Environmental Quality (DEQ)
EPA grant: $36,000

Oklahoma DEQ will develop a program in partnership with the Oklahoma Tourism Department on greening hospitality, provide technical assistance for businesses and will work on providing environmental preferred training for a local school.

TEXAS

University of Texas at Arlington/ Texas Manufacturing Assistance Center (TMAC)
EPA grant: $80,000

The University through TMAC will actively promote on-site assistance on lean and green for industry, municipalities and institutions. Included in this assistance will not only be lean assistance, but also an introduction to EMS concepts, such as identifying aspects and impacts and objectives and targets. Much of the activities the grantee will use are based on EPA's lean and environmental toolkit. In addition, the grantee will continue to promote the development of environmental management systems, especially with municipalities and institutions. The grantee will also support increasing the capacity of regional groups such as the Region 6 Pollution Prevention Roundtable through a partnership with the Zero Waste Network. The partnership will provide P2 technical assistance by phone and on-line.

Region 7

KANSAS

Kansas Department of Health and Environment (DHE)
EPA grant: $98,450

Kansas DHE will sponsor and organize a pollution prevention awareness and recognition environmental conference. Kansas DHE will also partner with the Pollution Prevention Institute to provide pollution prevention technical assistance (with emphasis on energy efficiency) to small and medium-sized businesses, follow-up on historic efforts to obtain further implementation successes, and support pollution prevention intern placement programs.

IOWA

Iowa Department of Natural Resources (DNR)
EPA grant: $112,750

Iowa DNR proposes to develop an environmental management systems industry group to assist companies that wish to perform at the highest stewardship levels. They will provide technical assistance to organizations to reduce their toxic and hazardous materials through the Iowa Strategic Goals Program and conduct pollution prevention assessments and follow-ups.

NEBRASKA

Board of Regents, University of Nebraska
EPA grant: $71,300

The University will support programs to educate student interns and businesses on source reduction and sustainability. The interns will operate in one of two modes, some will provide full-time assistance spending an entire summer with a facility, and others will provide short-term assistance to a greater number of clients.

MISSOURI

University of Missouri
EPA grant: $112,500

The University will establish and integrate pollution prevention into the University of Missouri's core curriculum; expand their intern technical assistance program; continue their technical assistance program through the environmental assistance center; focus on two new industry sectors; continue mercury reduction efforts with the Missouri Dental Association; and continue to promote pollution prevention.

COLORADO

Colorado Department of Public Health and Environment (DPHE)
EPA grant: $102,100

Colorado DPHE will enhance its greening the government projects; support greening the government activities throughout Colorado; recognize and reward environmental leadership in achieving environmental goals; and provide sustainable assessments requested by state government agencies.

MONTANA

Montana State University Extension Service
EPA grant: $82,093

Montana State University Extension Service will provide training and technical assistance to three public Class C Schools and on1 Tribal school to implement school pollution prevention practices; recognize Montana small businesses, schools, communities and individuals for implementing pollution prevention and minimizing waste; and will include a computer exchange listing as part of the Montana Materials Exchange Program.

NORTH DAKOTA

North Dakota Department of Health (DOH)
EPA grant: $43,441

North Dakota DOH will reduce the environmental impact of its health section buildings, facilities and operations.

UTAH

Utah Department of Environmental Quality (DEQ)
EPA grant: $85,766

Utah DEQ will assist the Davis Chamber of Commerce and the Davis County Health Department in reducing hazardous materials, energy and water; promote environmental management systems for environmental protection and pollution reduction; continue to green the Utah DEQ; and provide opportunities for businesses and the public to participate in pollution prevention and sustainability activities.

WYOMING

Wyoming Department of Environmental Quality (DEQ)
EPA grant: $81,600

Wyoming DEQ will conduct site visits to businesses to reduce pollution outputs below regulatory compliance thresholds; integrate pollution prevention practices within the Wyoming DEQ regulatory oversight programs; and develop an environmental awards program for businesses that implement pollution prevention practices.

Region 9

ARIZONA

Gila River Indian Community (GRIC)
EPA grant: $50,025

GRIC will establish and implement a pollution prevention plan for the governmental departments of the tribal community. The plan will identify and expand the scope of pollution prevention activities addressing GRIC's thirty-two governmental departments and provide technical assistance to help GRIC develop and implement a pollution prevention plan for the organization.

CALIFORNIA

California Department of Toxic Substances Control (DTSC)
EPA grant: $62,647

California DTSC will identify, test and demonstrate methods for reducing costs to boaters through promoting the use non-biocide hull paints and will facilitate the conversion to using safer coatings.

NEVADA

University of Nevada - Nevada Small Business Development Center
EPA grant: $128,955

The Nevada Business Environmental Program (NBEP) University will provide technical assistance to Nevada businesses and government operations for source reduction, energy efficiency and conservation practices. The NBEP will conduct site visits, provide advice and guidance for the development and implementation of source reduction plans through the Nevada Business Environmental Program Assistance Line, website, and via email correspondence.

University of Nevada
EPA grant: $66,889

The University and EPA Regions 9 and 10 will cosponsor and organize the Western Sustainability Pollution Prevention Network (WSPPN) conference. The conference will provide a forum for pollution prevention professionals to learn and exchange information on sustainability, pollution prevention/source reduction and promote best management practices. Conference participants will include academia, business organizations, state local and tribal governments and non-profit organizations. The University will also sponsor and organize WSPPN board meetings to strengthen and expand its regional network. In addition, the University will provide travel scholarships to WSPPN network members to attend the conference and board meetings.

ALASKA

Alaska Department of Environmental Conservation (DEC)
EPA grant: $110,000

Alaska DEC will provide technical assistance to businesses affiliated with tourism and hospitality.

IDAHO

Idaho Department of Environmental Quality (DEQ)
EPA grant: $99,000

Idaho DEQ will provide "lean and the environment" technical assistance to manufacturing facilities, assist with chemical safety in Idaho schools, update and expand an Idaho environmental guide and measure environmental outcomes.

OREGON

Oregon State University
EPA grant: $110,000

The University will provide technical assistance to the nursery industry in Oregon to reduce greenhouse gas emissions and nitrogen pollution.

WASHINGTON

Washington Department of Ecology
EPA grant: $100,000

The state will improve technical assistance and measurement tools for reducing toxic materials use at manufacturing facilities.
