"P2 ASSISTANCE FOR CONNECTICUT"

CONNECTICUT DEPARTMENT OF ENVIRONMENTAL PROTECTION

EPA FUNDING: $56,000 LENGTH: 1 YR.

The Connecticut Department of Environmental Protection (DEP) will partner with the Connecticut State Technology Extension Program (ConnSTEP) to provide onsite P2 technical assistance to manufacturers in the state. To facilitate this process, Connecticut DEP will develop a multimedia P2 and compliance assistance training program for ConnSTEP engineers. ConnSTEP engineers will then perform initial site visits, document and evaluate the processes used by each facility, make P2 and compliance recommendations, assist clients with implementation, and evaluate the outcome of each visit. ConnSTEP engineers will work with their current client base, which includes the metal fabrication, electronic manufacturing, industrial machinery, plastics, instrumentation, and transportation industries. Connecticut DEP will produce and distribute four outreach publications, including a brochure describing current P2 assistance services, a bibliography of P2 and compliance assistance materials, case studies of selected manufacturers assisted through ConnSTEP, and a calendar of environmental events. To guide future P2 activities, Connecticut DEP will survey at least 200 Connecticut businesses to assess the value of previous onsite P2 technical assistance received and to determine further P2 assistance needs.

"WOOD PRODUCTS"

MAINE DEPARTMENT OF ENVIRONMENTAL PROTECTION

EPA FUNDING: $60,000 LENGTH: 1 YR.

The Maine Department of Environmental Protection (DEP) will hire a staff person for its Office of Innovation and Assistance (OIA) to significantly expand onsite multimedia P2 and compliance assistance for the wood products industry. P2 assessments will be a collaborative effort between Maine DEP and the Maine Manufacturing Extension Partnership (MEP). The MEP has extensive experience with the wood products industry. OIA will recommend process-related changes and the MEP will help industry implement the changes. Maine DEP's Small Business Technical Assistance Program will identify appropriate air concerns, and other Maine DEP media programs will be invited to lend their expertise. By ensuring communication and feedback between OIA and Maine DEP regulatory programs, regulatory staff will learn how P2 helps to advance multimedia environmental goals. Maine DEP will provide each facility visited with a comprehensive report outlining its recommendations. In addition, Maine DEP will hold three workshops for the wood products industry based on Maine DEP findings from the P2 assessments. The workshops will cover environmental compliance issues, specific P2 opportunities for the wood products industry including technological advances, and a discussion of other technical assistance services available at the state and federal level.

"ASSISTING SMALL TO MEDIUM MASSACHUSETTS FIRMS IN DEVELOPING ENVIRONMENTAL MANAGEMENT SYSTEMS MODELED ON THE 'FORUM FOR BEST MANAGEMENT PRACTICES'"

MASSACHUSETTS DEPARTMENT OF ENVIRONMENTAL PROTECTION

EPA FUNDING: $50,000 LENGTH: 1 YR.

Several facilities in Massachusetts, such as the Massachusetts Correctional Institute, have proven the merits of implementing an environmental management system (EMS), and many more are exploring this option to achieve regulatory compliance and to become "green" businesses. The Massachusetts Department of Environmental Protection (DEP), in partnership with the Massachusetts Office of Technical Assistance (OTA) and the Toxic Use Reduction (TUR) Institute at the University of Massachusetts at Lowell, will help small and medium size businesses develop EMSs. Through facility evaluations, Massachusetts DEP and its partners will help businesses determine their compliance status, and through the 'Forum for Best Management Practices' program developed by the Northeast Business Environmental Network (NBEN), they will provide technical assistance to businesses to help them achieve compliance and then implement an EMS to go beyond compliance. Massachusetts DEP will initially solicit 12 to 15 businesses for facility evaluations. For businesses interested in developing an EMS, Massachusetts DEP will help them develop pilot implementation plans and schedules. Basic EMSs will include a plan to insure legal requirements are met, a compliance management system, a self and third-party audit program to insure compliance, a method to measure performance, and a component to provide outreach to the facility's stakeholders on environmental policies and performance reports. Massachusetts DEP also will develop a Web site featuring business management practices and success stories of businesses incorporating EMSs, and NBEN will offer peer counseling. In addition to assisting businesses, Massachusetts DEP will work with the Massachusetts Department of Environmental Management (DEM) to help them create a model EMS to be used by the agency and the facilities it manages. Massachusetts DEP and its partners will work with EPA to develop standards and qualifications for third-party auditors. The efforts and successes of this program will be promoted internally and externally to various stakeholder groups through existing meetings, workshops, and newsletters. Massachusetts DEP will prepare case studies of the pilot EMS implementation plans for promotional use.

"ACCELERATING THE ACCEPTANCE OF INNOVATIVE P2 TECHNOLOGIES CAPITALIZING ON EPA'S P2 TEMPLATE"

MASSACHUSETTS EXECUTIVE OFFICE OF ENVIRONMENTAL AFFAIRS

EPA FUNDING: $44,000 LENGTH: 1 YR.

The availability of credible and concise cost and performance information is critical to any successful transfer of P2 technology. EPA Region 1 developed the P2 Technology Template analysis to help vendors characterize the main features of a P2 technology (such as closed-loop aqueous cleaning systems), the benefits and costs associated with its implementation, regulatory aspects, and lessons learned from application experiences. The Massachusetts Executive Office of Environmental Affairs (EOEA), through the Strategic Envirotechnology Partnership (STEP), will evaluate the P2 Technology Template to determine the extent of its practical utility as a credible technology analysis protocol and as a technology transfer tool. EOEA will hire an intern to work with manufacturing firms and vendors to develop performance and cost data for four types of closed-loop aqueous-based cleaning systems. EOEA will use the P2 Technology Template to analyze these four systems. Technology stakeholders will review final reports of the analysis and will comment on the template's technical and transfer utility. EOEA will also identify captive technologies - technologies developed by companies for their own use that have not been transferred to other organizations - and use the P2 Technology Template to guide the collection of technical, cost, and performance information and to evaluate commercialization potential for the captive technologies.

"PROMOTING P2 THROUGH NETWORKING - PHASE 2"

NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES

EPA FUNDING: $75,000 LENGTH: 15 MOS.

Through the CLEAN-P2 initiative, the New Hampshire Department of Environmental Services (DES) will provide compliance and P2 assistance to metal finishers, and possibly chemical manufacturers, wood coaters, and printers. The University of New Hampshire (UNH) will assist with onsite P2 and compliance audits, and will help conduct outreach to the regulated community on the availability of assistance and compliance incentives. New Hampshire DES will track and document project results, including P2 implementation by participating facilities. New Hampshire DES will expand the CLEAN-P2 initiative by examining the feasibility of using an OSHA consultation inspection model, including partnering with the OSHA Consultation Program to conduct onsite visits, marketing and recruiting to bring companies into the program voluntarily, and developing a state small-business compliance incentive policy. To improve the delivery of P2 assistance to small businesses, DES will build an alliance that includes UNH, the New Hampshire Small Business Development Center (SBDC), and other assistance providers such as the NIST Manufacturing Extension Partnership. This alliance will leverage resources and coordinate the broad-based experience, expertise, and resources available through New Hampshire's P2 and small-business assistance programs. The SBDC environmental counselor will screen client companies to evaluate their environmental assistance needs and provide referrals to the appropriate assistance providers within the alliance. The SBDC environmental counselor will also train other SBDC counselors in P2 and will investigate the feasibility of creating a retired engineers program to supplement assistance offered.

"IMPLEMENTATION OF NEW INITIATIVES AND THE RHODE ISLAND P2 PROGRAM"

UNIVERSITY OF RHODE ISLAND

EPA FUNDING: $65,000 LENGTH: 1 YR.

The University of Rhode Island's (URI's) Center for P2 will provide free technical assistance to Rhode Island businesses and support EPA and Rhode Island Department of Environmental Management (DEM) initiatives related to the CSI Metal Finishing 2000 and auto refinishing P2 projects. URI will add technical support capacity to the Compliance Leadership through Environmental Auditing and Negotiation (CLEAN) program, which offers onsite compliance and P2 assistance to small- and medium-sized metal finishers. URI engineers, in partnership with Rhode Island DEM and Narragansett Bay Commission (NBC) P2 staff, will educate CLEAN participants on P2 measures. URI also will develop a technology transfer program to Asia with Rhode Island DEM and the Rhode Island Economic Development Corporation for export of P2 technologies and methodologies developed as a result of Rhode Island- and EPA-sponsored technical assistance projects.

"NARRAGANSETT BAY COMMISSION METAL FINISHING SEMINARS"

NARRAGANSETT BAY COMMISSION

EPA FUNDING: $25,000 LENGTH: 2 YRS.

More than 135 metal finishing companies operate within the Narragansett Bay Commission (NBC) service district. The combined operations of these businesses discharge large volumes of industrial waste water to NBC treatment plants and generate a variety of solid and hazardous wastes. To support the effort of metal finishing companies to reduce waste generation and learn about P2, NBC will develop a series of tailored environmental compliance and P2 seminars. The seminars will be based on the Metal Finishing Guidance Manual, published by the Surface Finishing Industry Council as part of the National Common Sense Initiative. This manual focuses on P2, compliance, and safety procedures in the metal finishing industry. Seminar participants will receive a copy of the manual. NBC will document the overall productivity and environmental performance (including air, water, and waste parameters) of select companies participating in each seminar. NBC also will form a Metal Finishing 2000 training committee, consisting of representatives from metal finishing companies, state government agencies, trade associations, and an environmental nonprofit organization, to encourage interest from the metal finishing industry in Rhode Island and to help develop the NBC seminars.

"VERMONT BUSINESS ENVIRONMENTAL PARTNERSHIP"

VERMONT DEPARTMENT OF ENVIRONMENTAL CONSERVATION

EPA FUNDING: $75,000 LENGTH: 1 YR.

The Vermont Department of Environmental Conservation (DEC) will partner with the Vermont Small Business Development Center (SBDC) and the Vermont Manufacturing Extension Center (MEC) to expand the Vermont Business Environmental Partnership (BEP). The BEP program provides business and regulatory incentives for small businesses in the travel and lodging sector to adopt sound environmental management practices and systems that focus on P2 and regulatory compliance. Through this project, BEP will expand to include two other sectors (to be determined). BEP participants are expected to adopt an environmental management system (EMS), conduct compliance audits and P2 assessments, and set P2 goals. The Vermont SBDC will administer the program, conduct program marketing and recognition activities for program participants, and provide onsite P2 assessments. Vermont DEC will provide training seminars to BEP participants on EMS implementation and P2. Vermont DEC also will develop compliance and P2 guides for the wood products and metal finishing sectors. The guides will include detailed self-audit checklists for Vermont and federal regulatory requirements and associated P2 opportunities. Vermont DEC also will initiate a small grants program to encourage innovative P2 implementation projects at Vermont businesses. Funded projects will focus on demonstration of newer technologies or technologies involving product reformulation, redesign, or input substitution. Vermont DEC will conduct regulatory integration activities within Vermont DEC by meeting with permit writers, inspectors, and enforcement personnel to disseminate information on industry-specific P2 technologies and methodologies and by providing training on P2 opportunities.

"BEST MANAGEMENT PRACTICES FOR LIVESTOCK GRAZERS IN THE MEDUXNEKEAG WATERSHED"

THE HOULTON BAND OF MALISEET INDIANS

EPA FUNDING: $20,000 LENGTH: 1 YR.

The Houlton Band of Maliseet Indians (HBMI) have realized for some time that much of their water quality problems originate upstream from tribal lands. HBMI will work with the U.S. Natural Resources Conservation Service (NRCS) and the Southern Aroostook Soil and Water Conservation District (SASWCD) to undertake several watershed-wide projects that demonstrate best management practices (BMPs). The BMPs will reduce erosion along streambanks and prevent nutrient enrichment and bacterial contamination in streams running through fields used for grazing livestock. SASWCD will approach landowners identified as contributors to livestock contamination problems in the Meduxnekeag watershed. SASWCD will organize a Pasture Support Group for landowners interested in incorporating BMPs. NRCS will work with participating landowners to develop and implement alternative livestock grazing systems that include P2 BMPs. BMPs will include positioning of fencing locations to prevent livestock access to streams, livestock stream crossing methods that minimize damage to the stream bed and bank, developing and locating alternative watering systems, and installing erosion control materials for stream bank protection and restoration. To evaluate pollution prevented as a result of BMP implementation, HBMI will monitor E. coli bacteria levels downstream from BMP sites before and after BMP installation. To demonstrate to the larger agricultural community the effectiveness of BMPs, SASWCD will conduct pasture walks to show implemented BMP measures on participating landowner property. SASWCD and NRCS will track the use of similar BMPs throughout the watershed to monitor the influence of the BMP demonstration projects.

REGION 2

"INCENTIVE PROGRAM FOR P2 IN THE DRY CLEANING INDUSTRY"

EMPIRE STATE DEVELOPMENT CORPORATION

EPA FUNDING: $285,020 LENGTH: 2 YRS.

Approximately 20 percent of dry cleaners in New York City will go out of business as a result of the costs of compliance with new regulations governing perchloroethylene, a commonly used dry cleaning solvent. To save jobs and encourage P2, the Empire State Development Corporation (ESDC) will provide technical and financial assistance to dry cleaners to support the adoption of alternative cleaning technologies. ESDC will research alternative cleaning technologies, identify dry cleaners interested in adopting them, and provide training to dry cleaners and state technical assistance providers on the alternative technologies' costs and benefits. ESDC will provide onsite P2 audits for participating dry cleaners and will offer grants to support the purchase of new equipment. This assistance will provide incentives for both dry cleaners and lending institutions, encouraging them to invest in alternative technologies. Financial assistance will be contingent upon agreement by recipients to cooperate with project evaluation and promotion efforts. ESDC will leverage additional funds by combining the grants with other forms of assistance such as low-cost financing packages provided by the U.S. Small Business Administration, and the Excelsior Linked Deposit and Minority and Women's Business Development programs of the New York State Department of Economic Development (NYSDED). ESDC's partner, the Environmental Business Association of New York State, Inc. (EBA/NYS), will work closely with manufacturers of alternative cleaning technologies to secure favorable terms of purchase for participating dry cleaners. Project findings and accomplishments will be promoted to the regulatory community and the general public through the New York State Department of Environmental Conservation, the NIST-funded New York State Manufacturing Extension Partnership, New York City agencies, and EBA/NYS' newsletter.

"MARKET-BASED INITIATIVES IN TRANSPORTATION TO REDUCE AUTO EMISSIONS"

RUTGERS ENVIRONMENTAL LAW CLINIC

EPA FUNDING: $194,980 LENGTH: 2 YRS.

The phase-in of cleaner motor vehicles is expected to reduce emissions from the transportation sector over the next decade. Shortly thereafter, the continuing rise in vehicle miles traveled, however, is projected to offset the decline in per-vehicle emissions, resulting in a renewed climb in pollution. The Rutgers Environmental Law Clinic (RELC) will promote the use of market-based mechanisms, such as congestion relief pricing measures (raising peak period tolls and lowering off-peak period tolls), to reduce mobile source pollution in the New York metropolitan area. "P2 INTERNSHIP GRANT"

DELAWARE DEPARTMENT OF NATURAL RESOURCES AND ENVIRONMENTAL CONTROL

EPA FUNDING: $60,000 LENGTH: 2 YRS.

The Delaware Department of Natural Resources and Environmental Control (DNREC), in partnership with the Delaware Manufacturing Alliance (DMA), a NIST Manufacturing Extension Center, will establish a P2 internship program. The internship program will consist of an organized framework for placing college students with Delaware businesses to identify and evaluate P2 techniques applicable to their operations. As a result of the program, the grantee hopes that businesses will achieve waste minimization results, translating into lower disposal and operating costs, and students will realize educational goals, such as the application of analytical and research methods. The program will include measurement parameters for tracking the outcomes of the internships, including progress toward P2 goals, and mechanisms for publicizing this progress. The program will eventually develop into a self-sustaining network that allows Delaware businesses to hire P2 interns from academic institutions throughout the state.

"RURAL/URBAN SMALL BUSINESS P2 OUTREACH PROGRAM"

MARSHALL UNIVERSITY

EPA FUNDING: $60,000 LENGTH: 1 YR.

Many smaller companies, due to lack of staff or information, are not realizing the potential benefits associated with P2 program implementation. Small businesses comprise approximately 88 percent of the companies operating in West Virginia, and are collectively the largest group of potential polluters in the region. Marshall University's Center for Environmental, Geotechnical, and Applied Sciences will conduct a pilot program to provide tailored P2 education and technical assistance to small businesses in rural and urban areas. The university will develop workshops, distribute information packages and newsletters, and conduct site visits to help small businesses develop P2 guidelines and implement P2 programs. The university also will partner with regional small business assistance programs to provide P2 education and technical assistance to individuals planning to start new businesses or expand existing businesses.

"MARYLAND BUSINESS P2 TRAINING PROGRAM"

CATONSVILLE COMMUNITY COLLEGE

EPA FUNDING: $60,000 LENGTH: 15 MOS.

The overall goal of the Maryland Business P2 Training Program is to provide industry-specific training to five business sectors (chemicals, finished metals, construction, food processing, and transportation) on P2 program implementation. The training program will emphasize the cost savings and reduced liability resulting from P2 program implementation and will focus on cost-effective technical innovations, approaches, and methodologies. The Environment Project at Catonsville Community College, in partnership with the Regional Manufacturing Institute of Maryland, will develop curriculum and training program materials to be used at workshops designed for each of the five business sectors. The partners will conduct a survey 3 months after the workshops to determine P2 changes implemented by participating businesses.

"EXPANDED MULTIMEDIA P2 TECHNICAL ASSISTANCE OUTREACH"

VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY

EPA FUNDING: $60,000 LENGTH: 18 MOS.

The primary goal of this project is to significantly increase the level of voluntary P2 activities undertaken by Virginia's state and local governments by expanding the outreach, training, and technical assistance efforts of the Virginia Department of Environmental Quality's Office of Pollution Prevention (OPP). Government agencies, especially those maintaining large facilities such as universities, prisons, and hospitals, will be encouraged to investigate and implement P2 opportunities in purchasing, food services, public transportation, painting, photocopying, and building maintenance. The project will include training and presentations, P2 plan development assistance and review, a communications strategy, and P2 opportunity assessments.

"P2 INDUSTRY SECTOR TRAINING WORKSHOPS"

CHARLES COUNTY COMMUNITY COLLEGE - MARYLAND CENTER FOR ENVIRONMENTAL TRAINING

EPA FUNDING: $60,000 LENGTH: 1 YR.

Currently, there is little training available in Maryland for industrial and commercial establishments seeking to learn how to implement up-to-date P2 techniques. The Maryland Center for Environmental Training (MCET), part of Charles County Community College's Economic and Community Development Institute, will provide industry sector workshops and onsite technical assistance to Maryland businesses to help them incorporate P2 into their daily operations. The grantee will develop training manuals and instructor guides for each of the industry sector workshops, and later post them on the Internet for free distribution. Each training manual will be organized as a curriculum, with suggested group exercises, case studies, and other discussion material. Where feasible, the workshops will be scheduled within actual work environments of selected sectors to allow for demonstrations of site assessment techniques and other P2 activities. MCET will measure the effectiveness of the training workshops through participant course evaluations, 6- and 12-month surveys of voluntary reductions by course participants, and evaluations of federal Toxics Release Inventory data of identified industry sectors.

"P2 SERVICES PROGRAM"

WEST VIRGINIA DIVISION OF ENVIRONMENTAL PROTECTION

EPA FUNDING: $60,000 LENGTH: 1 YR.

P2 Services, part of the West Virginia Division of Environmental Protection (DEP), will use grant funds to sustain and develop the West Virginia P2 Program. The program provides technical assistance to members of the regulated community who make a commitment to comply with regulations and implement P2 measures. Activities are aimed toward increasing the awareness of appropriate environmental management practices and technological advancement to ultimately reduce pollutants entering the environment. Ongoing activities include development of a state P2 policy, public outreach, participation in National Pollution Prevention Roundtable activities, and comprehensive multimedia P2 assessments of industrial facilities. In addition to expanding ongoing activities, West Virginia DEP will consolidate P2 programs within various state agencies, and will cosponsor the West Virginia Conference on the Environment to promote state P2 activities.

"AIRHELP MULTIMEDIA TECHNICAL ASSISTANCE PROGRAM FOR SMALL BUSINESSES"

PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION

EPA FUNDING: $60,000 LENGTH: 18 MOS.

The Pennsylvania Department of Environmental Protection (DEP) will expand the services of its Small Business Assistance Program's AIRHELP program to cover all environmental media and concentrate on P2 and energy efficiency as well as compliance assistance. Currently, AIRHELP provides confidential technical assistance to small businesses needing help complying with the Clean Air Act. In addition to current activities, the program will provide a multimedia technical assistance P2 hotline, and develop P2 guidance documents and seminars for targeted small business sectors.

"THE STATE OF ALABAMA's P2 PROGRAM" and "P2 IN THE AUTO REPAIR INDUSTRY"

ALABAMA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT

EPA FUNDING: $84,900 LENGTH: 2 YRS.

The Alabama Department of Environmental Management (DEM) will advance state environmental goals, promote the P2 accomplishments of Alabama's environmental programs, promote partnering among environmental and business assistance providers, and develop P2 core performance measures. To advance state environmental goals, Alabama DEM will continue efforts to integrate P2 into Alabama DEM regulatory media offices, actively support the EPA Region 4 P2 strategy process and implementation, and research current examples of environmental goal setting, implementation, and measurement through participation in national and regional P2 organizations. Through these efforts, Alabama DEM will prepare Alabama for participation in the National Environmental Performance Partnership System (NEPPS) by increasing stakeholder awareness of the benefits of P2, and facilitating the inclusion of P2 when establishing comprehensive environmental goals. To promote the P2 accomplishments of Alabama's environmental programs, Alabama DEM will develop a P2 display and an annual report cataloguing P2 activities and achievements accomplished through departmental and partnership efforts. To promote partnering among environmental and business assistance providers, Alabama DEM will participate on the National Pollution Prevention Roundtable, work with the Waste Reduction and Technology Transfer (WRATT) Foundation to provide onsite P2 technical assistance to businesses, and develop and initiate a pilot project with a small business organization to promote P2 to small businesses not regulated by Alabama DEM. In a supplementary project, WRATT will endeavor to reduce waste and pollution stemming from auto body shops. Specific activities will include onsite P2 assessments, a guidance manual for the auto body industry, and workshops.

"EXPANDING P2 PARTNERSHIPS"

FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION

EPA FUNDING: $80,000 LENGTH: 3 YRS.

The Florida Department of Environmental Protection (DEP) will increase P2 training opportunities for its staff and will coordinate multimedia P2 with compliance, enforcement, and permitting efforts. Through partnerships with the Florida Small Business Development Centers and the Division of Air Management's Small Business Assistance Program, Florida DEP will assist Florida printers with regulatory compliance through technical assistance and workshops covering P2 opportunities, best management practices, and state and federal regulations. Florida DEP will develop a P2 Program booklet describing its technical assistance services and a State of P2 in Florida report describing P2 initiatives implemented by Florida DEP and local government agencies. Florida DEP will coordinate a Florida P2 Roundtable to improve communication among local P2 government programs and between local and state P2 programs. The Florida P2 Roundtable will help coordinate P2 efforts in the state, improve efficient transfer of information, and provide a forum for experiences with implementation.

The Georgia Pollution Prevention Assistance Division (P2AD) will conduct outreach and training activities to encourage the use of full cost accounting by industry to uncover hidden costs associated with waste management and to identify cost saving P2 opportunities. P2AD also will develop interagency partnerships to further P2 goals. Specifically, P2AD will increase communication with the Georgia Environmental Protection Division to raise awareness among regulatory staff of the benefits of P2, and will expand its partnership with the U.S. Department of Defense to facilitate technology transfer of innovative P2 initiatives from Georgia military bases to the private sector. Through a cooperative effort with universities, state agencies, and trade associations, P2AD will develop multimedia P2 training materials for commercial pesticide applicators to reduce polluted runoff from urban landscapes.

KENTUCKY NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION CABINET

The Kentucky Pollution Prevention Center (KPPC) will facilitate and promote the commercial implementation of P2 technologies and procedures by providing technical and financial assistance to business and industry. KPPC will help industry complete feasibility studies, assist in testing of P2 projects, provide onsite P2 training, and determine costs and benefits of P2 implementation. To encourage P2 regulatory integration, KPPC will train Kentucky Department for Environmental Protection employees in methods to incorporate multimedia P2 techniques in regulatory programs. To facilitate the implementation of Supplemental Environmental Projects (SEPs) with P2 components, KPPC will provide P2 training and technical assistance to help industry assess waste streams, identify P2 opportunities, and plan P2 projects. In addition, the Kentucky Division of Water's (DOW's) Groundwater Branch will provide seminars, training, and technical assistance to communities, local government, and businesses for local wellhead protection and ground-water pollution prevention.

"MISSISSIPPI P2 PROGRAM"

MISSISSIPPI DEPARTMENT OF ENVIRONMENTAL QUALITY

The Mississippi Department of Environmental Quality (DEQ), in partnership with Mississippi State University's Technical Assistance Program (MISSTAP), will provide P2 technical assistance and technology transfer to industries and businesses through onsite P2 assessments. The assistance will include preassessment meetings to explain the benefits of P2, onsite P2 potential analyses to identify useful P2 options, and follow-up meetings to continue assistance and to determine the impact of implemented P2 methodologies. Mississippi DEQ will work with its environmental regulatory program and small business assistance program staff to help them integrate P2 technical assistance and technology transfer into their regular activities. To recognize and honor P2 accomplishments by businesses, industries, and municipalities, Mississippi DEQ will implement an awards program. To promote P2 on a regional level, Mississippi DEQ will plan and conduct a P2 conference in conjunction with EPA Regions 4 and 6, the thirteen states within these Regions, the U.S. Department of Defense, the U.S. Army Corps of Engineers, and the Tennessee Valley Authority. To promote P2 at the state level, Mississippi DEQ will distribute a monthly P2 newsletter for businesses, municipalities, and the general public.

"EXPAND PARTNERSHIPS WITH TECHNICAL ASSISTANCE PROVIDERS" and "TARGETED OUTREACH AND TECHNOLOGY TRANSFER TO METAL FINISHING SECTOR"

NORTH CAROLINA DIVISION OF POLLUTION PREVENTION AND ENVIRONMENTAL ASSISTANCE

The North Carolina Division of Pollution Prevention and Environmental Assistance (DPPEA) has been working for several years to form partnerships with other technical assistance providers and regulatory programs in the state as a way to leverage resources and promote P2. DPPEA will hire an employee responsible for coordinating new technical assistance initiatives with new and existing partners, such as the Small Business Technology Development Center. To integrate P2 into North Carolina's regulatory structure, DPPEA will work with the regulatory divisions of the North Carolina Department of Environment and Natural Resources (DENR) to emphasize P2 strategic planning and implementation. DPPEA also will work with top management in DENR to ensure that P2 is integrated into North Carolina's Performance Partnership Agreement. To measure the progress of these activities, DPPEA will develop a system to track referrals and joint activities. In an additional project, DPPEA will partner with DENR's Division of Water Quality (DWQ) to develop a training program for publicly-owned treatment works (POTWs) to help them transfer P2 technology to metal finishers since POTWs have primary regulatory responsibility over the majority of industrial facilities in the metal finishing sector. In addition, DPPEA will provide metal finishers with onsite technical assistance to identify P2 opportunities and develop environmental management systems.

"SOUTH CAROLINA P2 PROJECT" and "ENVIRONMENTAL EXCELLENCE IN P2"

SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL AND THE UNIVERSITY OF SOUTH CAROLINA

EPA FUNDING: $84,994 LENGTH: 1 YR.

The Center for Waste Minimization of the South Carolina Department of Health and Environmental Control (DHEC) will help DHEC regulatory programs integrate P2 into their daily activities. The Center for Waste Minimization also will develop a partnership with the U.S. Department of Defense to consolidate P2 efforts and programs developed by military installations and then facilitate transfer of this knowledge to South Carolina industries. The Center for Environmental Policy (CEP) at the University of South Carolina will promote P2 activities among South Carolina's industrial sector and military installations through support for the Environmental Excellence Program, a voluntary program designed to encourage companies to become environmental leaders through promoting and practicing P2 activities. Outreach activities to share successful P2 practices and to promote the Environmental Excellence Program will include a brochure, presentations, a Web site, and a newsletter.

"EXPANDED P2 OUTREACH" and "EDUCATION THROUGH NEW PARTNERSHIPS"

TENNESSEE DIVISION OF POLLUTION PREVENTION AND ENVIRONMENTAL AWARENESS

The Tennessee Division of Pollution Prevention and Environmental Awareness (PPEA) will expand its pollution prevention outreach activities to target the agricultural sector, state government, and the general public. This expansion will be accomplished through new partnerships with environmental groups, state and federal agencies, industry, and educational institutions. PPEA will host the second annual Tennessee P2 Fair to emphasize P2 opportunities for the general public, as well as industrial and commercial enterprises. In partnership with the U.S. Natural Resources Conservation Service, the University of Tennessee Agricultural Extension Service, and the Tennessee Valley Authority Clean Rivers Initiative, PPEA will increase agricultural participation in voluntary P2 programs. Already surpassing its year 2000 P2 goals, PPEA will develop new goals to continue to reduce toxic emissions from industry and will conduct onsite P2 assessments and regional outreach activities to help accomplish these goals.

"INCORPORATING P2 INTO LOCAL BUSINESS ASSISTANCE ACTIVITIES"

ILLINOIS ENVIRONMENTAL PROTECTION AGENCY

Working with the Waste Management and Research Center (WMRC) and North Business and Industrial Council (NORBIC), Illinois EPA plans to use PPIS grant funding to provide continuing support for the P2 educational outreach and technical assistance efforts underway in the NORBIC area. Together, the three organizations will operate a pilot project to test more effective ways to deliver compliance and P2 assistance to small- and medium-size businesses. This will include coordination of various environmental assistance programs such as the Great Printers Project. With the help of the Bureau of Air (BOA), technical assistance efforts will focus on facilities emitting volatile organic material (VOM). These facilities include printers, surface coaters, and solvent and degreasing operations.

INDIANA CLEAN MANUFACTURING TECHNOLOGY & SAFE MATERIAL INSTITUTE, PURDUE UNIVERSITY

The Indiana Clean Manufacturing Technology and Safe Materials Institute (CMTI) proposes to promote and sustain the partnerships developed between environmental and business assistance providers through the Indiana Environmental Extension Network (IEEN). In addition, CMTI and the Indiana Department of Environmental Management (IDEM), Office of P2 and Technical Assistance plan to emphasize P2 assistance services for small manufacturers, particularly metal manufacturers that will need help achieving compliance with Clean Water Act NPDES requirements. CMTI also will help the wood products, reinforced plastic composites, metal plating/forming sectors focus on process mapping and activity-based costing. Likewise, manufacturers that generate large quantities of persistent, bioaccumulative, and toxic (PBT) waste will receive PPIS-supported assistance.

"MICHIGAN AGRICULTURAL P2 PROJECT & GREAT PRINTERS PROJECT"

MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY

Focusing primarily on the agricultural and printing sectors, the Michigan Department of Environmental Quality (DEQ) will use grant funding to expand efforts to promote voluntary partnerships and provide technical support to voluntary programs in these sectors. Michigan DEQ and Department of Agriculture (MDA) will follow the Agricultural P2 Strategy to focus on areas such as maximizing participation of farmers through incentives and increasing public awareness. Michigan DEQ will also continue to market and develop case studies for the Great Printers Project that promotes P2 as a standard business practice in the lithographic printing industry.

MINNESOTA POLLUTION CONTROL AGENCY

The Minnesota Pollution Control Agency (MPCA) plans to focus efforts on specific P2 interactions with customers that will produce measurable results and enable the agency to reach the goals proposed in the Environmental Performance Partnership Agreement. MPCA will focus efforts on raising the P2 awareness of waste-water treatment plant operators and disseminating new P2 information to Minnesota foundries through MOEA and MnTAP. Internal efforts will be focused on smaller groups of MPCA program staff who are most likely to use P2 tools in the field. MPCA also will integrate P2 provisions into high-profile enforcement actions, permit negotiations, and rules development.

OHIO ENVIRONMENTAL PROTECTION AGENCY

Ohio EPA's Office of Pollution Prevention (OPP) provides services to Ohio's manufacturers, the general public, businesses, state and local agencies, and nongovernment organizations. Current P2 efforts include technical assistance, regulatory integration, and voluntary program implementation. Ohio EPA plans to use the PPIS grant to supplement current efforts by implementing and expanding a sector-based P2 initiative, coordinating the Ohio Statewide Environmental Network (OSEN), and transferring P2 technology to facilities receiving technical assistance from Ohio OPP. Examples of specific activities include determining the needs of various sectors such as auto service, dry cleaning, metal finishing, and printing; forming partnerships with cooperating organizations; coordinating development of resources for OSEN; and using the services of the National Defense Center for Environmental Excellence (NDCEE) to supplement technical assistance efforts.

While the program is currently being piloted, this grant funding will be used to develop new partnerships with economic development organizations, sustainability groups, trade associations and communities. It will also support the P2 Coordinator's efforts to integrate P2 into regulatory programs.

"P2 IN OKLAHOMA: TRAINING AND INTEGRATION PROGRAM FOR WASTE-WATER PRETREATMENT PROGRAMS"

OKLAHOMA DEPARTMENT OF ENVIRONMENTAL QUALITY

Oklahoma's Department of Environmental Quality (DEQ) has a P2 Program that will continue integration of P2 into the activities of waste-water pretreatment coordinators and operators of public owned treatment works (POTWs). Oklahoma's DEQ will identify an individual POTW partner; compile and publish industry-specific manuals for POTW personnel; provide P2 training and technical assistance to targeted industrial customers of POTWs such as those in the metal finishing, automotive repair, and photo processing sectors; and develop P2 videos for POTW personnel. EPA Region 6, the Oklahoma Pretreatment Cities Association, and Rose State College will assist the Oklahoma DEQ in program implementation.

"P2 MULTIMEDIA PROJECTS: PROVIDES P2 TRAINING, SITE ASSISTANCE AND OUTREACH FOR PUBLIC AND PRIVATE ENTITIES AND LOCAL CITIZENS"

TEXAS NATURAL RESOURCE CONSERVATION COMMISSION

The Texas Natural Resource Conservation Commission's (TNRCC) Office of Pollution Prevention and Recycling (OPPR) will develop and deliver a seminar and onsite technical assistance to the coatings industry in the Dallas-Fort Worth area. In addition, Texas OPPR will develop a region-specific Permanent P2 Project and onsite technical assistance for tenant's facilities of the Texas Port Authority to identify multimedia source reduction and waste minimization opportunities. Texas OPPR will determine and implement three projects integrating P2 into the regulatory functions of the agency. In addition, the Water Quality Division of TNRCC will work with Texas OPPR to incorporate P2 into the total maximum daily loads (TMDLs) guidance document and develop a series of voluntary, nonregulatory P2 site assistance visits. Another project developed by Texas OPPR will provide P2 targeted training and technical assistance to industrial customers of a publicly owned treatment works (POTW). Texas OPPR also will provide a series of site visits and technical assistance to clients of the Texas Manufacturing Assistance Center and other technical assistance providers in Texas.

The main objective of Wyoming Department of Environmental Quality's (DEQ) Solid & Hazardous Waste Management Division is to protect public health as population and industrial development increases. The grant aims to educate businesses on P2 strategies and encourage them to implement these techniques. The state will provide one-on-one consultations with businesses and local governments to promote compliance and P2, continue generating pollution prevention publications, publish and distribute small-business case studies, conduct recognition programs, participate in the National P2 Roundtable, and promote strategies at organizational meetings. Through this grant the state will partner with the Wyoming Small Business Assistance Program, MAMTC, and the City of Buffalo, Wyoming.

This grant aims to encourage small businesses to go beyond compliance and initiate P2 activities through workshops, fact sheets, policy development, and technical assistance. Other funded projects include developing community-based partnership initiatives, incorporating "green" strategies into the 2002 Winter Olympic Games plans, integrating P2 into all major Utah DEQ initiatives, conducting an annual awards program, and encouraging P2 strategies into the design phase at predesign conferences.

"FY99 STATE OF COLORADO - P2 INCENTIVES FOR STATES"

COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT

In alignment with the goals and objectives described in the state's Performance Partnership Agreement, the Colorado Department of Public Health and Environment P2 Program will encourage the adoption of P2 strategies as a primary management tool for state and local governments and businesses. This grant will allow the state to continue designing state P2 strategies, coordinating outreach, and communicating activities with state and local regulatory programs. The grant's objectives include regulatory integration, multimedia technical assistance and outreach throughout the state, measurable waste and emission reductions, establishing an infrastructure for long-term P2 support, identifying emerging issues and integrating them into state strategies, and fostering cooperation with adjacent states. Most activities will address high-priority industrial sectors such as electronics, wood and chemical products, automotive, and agriculture. Emerging partnerships with the Mid-America Manufacturing Technology Center and small business development centers will increase opportunities to reach the business community with P2 concepts and strategies.

"P2 INDUSTRIAL OUTREACH"

SOUTH DAKOTA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES

South Dakota's Department of Environment and Natural Resources (DENR) is the state's leading environmental advocacy and regulatory agency. It encourages a cooperative approach with universities; state, local, and federal agencies; and organizations to address the needs of the business and industrial sector. This grantee will administer sustainable onsite technical assistance to five small- and medium-size manufacturers through a partnership with South Dakota's School of Mines Technology's Center for Advanced Manufacturing and Production. This assistance will include source reduction, energy efficiency, and waste management recommendations and follow up activities. South Dakota DENR also will add a P2 Web site to the agencies' home page to provide information, promote regulatory integration, share program accomplishments, and foster networking among P2 providers and user groups. A P2 coordinator will guide and assist the integration of pollution prevention into department activities through the South Dakota DENR's 12 member, multimedia Advisory Committee, as well as provide technical assistance in the form of displays, presentations, materials, and onsite visits.

"MONTANA P2 PROGRAM"

MONTANA STATE UNIVERSITY

EPA FUNDING: $105,049 LENGTH: 1 YR.

The P2 Program under Montana State University will develop and implement the EPA Region 8 P2 Information Center and Network and facilitate information transfer through the existing P2 clearinghouse database, loan library, newsletter, and Web site. The program will enhance established partnerships with many state businesses and agencies and will seek additional partnerships through developing a P2 provider list, awards and recognition events, newsletters, and training programs. In order to advance state environmental goals, the grant aims to initiate equipment loan, "train the trainer", and youth awareness programs; partner with higher education schools; and develop and maintain the Montana Materials Exchange Program.

"FY99-2000 ARIZONA P2 LEADERSHIP ENHANCEMENT"

ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALITY

EPA FUNDING: $92,374 LENGTH: 1 YR.

This grant seeks to continue the multimedia pollution reduction activities of the Arizona P2 Leadership Enhancement (APPLE) Program that was supported by previous PPIS grants. APPLE will continue to reach out to the hospitality, residential construction, boats and marinas, transportation, military, municipal, manufacturing, and service industries through workshops, P2 clearinghouse, awards, staff training, and publications. The Arizona Department of Environmental Quality also will partner with and provide financial support to the University of Arizona Council for Environmental Studies for promoting Integrated Pest Management to cotton farmers. The program also will initiate new activities to target persistent, bioaccumulative, and toxic (PBT) chemicals and focus on industries reporting PBT priority chemicals in the 1996 Toxic Chemical Release Inventory. APPLE expects the targeted industries to be mining and manufacturing. These PBT reduction activities will include obtaining videos and documents for the P2 clearinghouse, publishing quarterly newsletters, hosting workshops, initiating a P2 Mining Team, and adding a PBT category to the APPLE awards.

"BIOLOGICALLY INTEGRATED FARMING SYSTEMS: A VOLUNTARY APPROACH TO AGRICULTURAL P2"

THE REGENTS OF THE UNIVERSITY OF CALIFORNIA

The Biologically Integrated Farming Systems (BIFS) program will encourage the implementation of BIFS as a means to P2. BIFS projects will improve air quality by reducing dust particulate matter, and volatile organic compounds from pesticide use. Participating farmers will receive technical assistance and financial incentives to aid in replacing chemical inputs with pest, nutrient, and soil management options. This grant will emphasize a whole farm approach, networking among farmers to share experiences and experimental data, and establishing an innovative technology transfer program. The transfer program will consist of creating a management team of farmers, scientists, extension workers, and pest control advisors familiar with BIFS to provide technical assistance to participating farmers.

"SCIENTIFIC PEER REVIEW OF ALTERNATIVES TO COMMON HOUSEHOLD CHEMICAL PRODUCTS"

CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD

EPA FUNDING: $71,529 LENGTH: 1 YR.

The goal of this grant is to provide reliable and detailed information on household hazardous waste reduction to the public via the Internet. The project seeks not only to disseminate information, but also to foster information exchange. The project will identify health and environmental information gaps on alternative products and substitutes for hazardous materials and evaluate studies that address these information gaps. The findings will be used as a foundation for public education programs to recommend alternative products, resulting in source reduction and household hazardous waste reduction. Selected alternatives will undergo a 12-week review process by a Steering Committee who will evaluate the benefits of the alternatives based on the hazard and management costs of the traditional chemicals they replace and the availability of technical studies. The Chair of the Technical Advisory Committee (TAC) will then provide summaries of the scientific studies to serve as an introduction of the alternative. A draft statement of findings will be posted on the Internet for review and after discussion, the grantee will post a final statement of findings that summarizes TAC's conclusions and highlights any outstanding issues on proposed alternatives and substitutes.

"NEVADA SMALL BUSINESS DEVELOPMENT CENTER P2 PROGRAM"

UNIVERSITY OF NEVADA, RENO

EPA FUNDING: $200,000 LENGTH: 2 YR.

This grant seeks to continue the activities initiated by the Nevada Small Business Development Center's P2 Assistance Program (PPAP) that operates within the Business Environmental Program. Since small businesses account for 99 percent of all Nevada businesses, PPAP will continue to promote multimedia P2 as a cost-effective approach to compliance through newsletters, fact sheets, training seminars, onsite consultations, and a resource center. It also plans to establish a partnership with the Nevada Department of Transportation to assist implementation of P2 in state auto repair and equipment maintenance operations. Technical assistance and training to the gaming and hospitality industry and assisting lead substitution in fire assay labs are new projects funded by the grant. Biennial surveys completed by program users will measure program effectiveness by gathering information on changes in environmental management practices and P2 implementation as a result of working with PPAP.

"ACHIEVING P2 THROUGH REGULATORY AND NON-REGULATORY INCENTIVES"

STATE OF ALASKA

EPA FUNDING: $119,000 LENGTH: 1 YR.

Alaska's Department of Environmental Conservation has been directed by the Alaska Legislature to implement a P2 framework through voluntary programs and initiatives. In accordance with the directive, the grantee will use regulatory and nonregulatory efforts to encourage businesses to increase efficiency and reduce pollution. Nonregulatory services will include providing information and technical assistance to Alaska businesses, rural communities, and the public via the Internet and maintaining the P2 information center. The department will aid in the implementation of the Alaska Materials Exchange Program and provide ongoing support to the statewide Green Star program network. Other nonregulatory activities will include participation in the Governor's "Small Business Program Manager's Forum," the Pacific Northwest P2 Roundtable, and the National P2 Roundtable. Regulatory initiatives consist of designing and implementing up to three facility pilot projects to determine the effectiveness of the Alaska Environmental Leadership Incentives program, which provides regulatory incentives to businesses that voluntarily implement activities to go beyond compliance.

"P2 IN STORM WATER BEST MANAGEMENT PRACTICES: P2 IN GUIDE FOR LOCAL GOVERNMENTS CONTINUING DEQ P2 PROJECTS"

STATE OF OREGON

EPA FUNDING: $110,500 LENGTH: 1 YR.

In continuing the Oregon Department of Environmental Quality's (DEQ's) strong commitment to P2, the grantee intends to expand Oregon's ongoing agency-wide P2 activities and initiate new activities. All activities will foster partnerships with other assistance providers and will seek to improve measurement methodologies. Activities include continuing Oregon's DEQ's partnership with the Small Business Development Centers at Oregon Community Colleges to provide training and information; providing resources to the Portland Metropolitan Area P2 Outreach group in order to measure the effectiveness of its inspection, auditing, and recognition program for the auto industry; and hosting two seminars for the shipyard industry on alternative P2 technologies. New activities include developing a set of P2 Best Management Practices to eliminate nonpoint storm-water waste loads along the Columbia Slough and expanding P2 information in the state's Guide to Environmental Regulations for Local Governments.


"REDUCTIONS OF DIOXIN EMISSIONS FROM HOGGED FUEL BOILER COMBUSTION"

WASHINGTON STATE DEPARTMENT OF ECOLOGY

EPA FUNDING: $110,000 LENGTH: 1 YR.

The purpose of this grant is to demonstrate the feasibility of evaluating cross-media impacts during rulemakings. Specifically, the Washington Department of Ecology (DOE) will test the theory on the upcoming rulemaking on Hogged Fuel Burners as required by the Clean Air Act. The act requires states to have Reasonably Available Control Technologies (RACT) limiting emissions to the air. RACT are easily obtainable and cost effective pollution controls. The Washington DOE will analyze particulate matter, carbon monoxide, dioxin, hydrogen chloride, and furan emissions of Hogged Fuel Burners and classify the appropriate RACT that will minimize these pollutants. The grant will enable the Washington DOE to create an intraorganizational team to examine the results of the RACT study and perform a lifecycle analysis on the chosen alternative technologies to evaluate the cross-media impacts and foster P2.

"P2 FOR STATES"

IDAHO DEPARTMENT OF HEALTH AND WELFARE

EPA FUNDING: $111,823 LENGTH: 15 MOS.

The Idaho Department of Environmental Quality's (DEQ's) main objective through this grant is to promote and foster P2 practices in the agencies' programs and operations and provide technical assistance and incentives for external audiences to adopt P2 practices. The Idaho DEQ will continue promoting and supporting increased integration of P2 strategies into agency activities through meetings with bureaus and regional offices, operating and maintaining the Idaho DEQ P2 Resource Center, developing and hosting an industry-specific roundtable with the Pacific Northwest P2 Resource Center, and conducting activities to recognize National P2 Week. Using existing partnerships will allow the grantee to provide technical assistance to industry, the general public, and Green Star program participants in north central Idaho, as well as implement a P2 incentive program. Educational activities will include networking with Idaho science teachers concerning P2 education and developing information packets for teacher use.

"JUNEAU NATIVE VILLAGE P2 DEMONSTRATION PROJECT"

CENTRAL COUNCIL TLINGIT HAIDA

EPA FUNDING: $12,000 LENGTH: 1 YR.

Crowded and limited space, low-water carrying capacity soils, poor percolation, and improper solid waste disposal make ground water and soils susceptible to environmental degradation. This grant will address solid waste problems within the Juneau Native Village and enable the grantee to work with the village residents and landowners to develop a system for solid waste prevention, recycling, and sound disposal methods. The Central Council will work with the village to identify priority solid waste problems, develop solutions, and implement them on a pilot basis in the Juneau Village. Activities will include community meetings, technical assistance to households on consumer education and purchasing issues, and initiating a community composting program.

"REDUCE PESTICIDE USE"

COEUR D'ALENE TRIBE

EPA FUNDING: $ 18,000 LENGTH: 1 YR.

This grant intends to increase awareness among tribal members concerning unwanted weeds, their effects on tribal resources and activities, and the range of reduction possibilities that can be implemented without adverse affects to public health or environmental quality. The Coeur D'Alene Tribe will develop a youth conservation camp to educate adolescents on pesticides and weed management issues and encourage their participation in the following grant activities. Educational activities include surveying weed species on the reservation, incorporating integrated pest management, and replanting native species in current and potential problem areas to prevent nonnative species invasion and therefore reduce pesticide use. Youth also will help apply pesticides in an environmentally sound manner through low-volume and low-pressure application methods. These activities will not only be used as an educational tool but also to gather information for the reservation to develop effective pesticide reduction strategies.
