Introduction

Tribal communities and Native Alaskan Villages face significant human health and environmental problems due to the lack of adequate wastewater treatment systems. The United States Environmental Protection Agency's (EPA) Office of Wastewater Management (OWM) is committed to work with the tribes, EPA Regional offices, federal agencies, national organizations, non-profit associations and others to help secure adequate wastewater treatment and disposal systems in Indian Country. The OWM recognizes that in addition to financial assistance, other sources of support are necessary to build tribal capacity to manage their environmental programs.

To this end, OWM has published the"Clean Water Tribal Resource Directory for Wastewater Treatment Assistance". This publication is intended for use by Indian tribes and tribal environmental organizations to assist in identifying financial and technical assistance programs targeted to tribes. It can also be explored by federal representatives as a reference document in answering questions on sources of funding and technical support for tribal wastewater infrastructure.

Section one provides an overview of those federal agencies, national tribal organizations, technical assistance organizations and resource centers that provide financial, technical, and information support for wastewater treatment. Section two is organized by the 10 EPA Regional offices. For each EPA Region, a detailed listing of each federal agency and technical assistance organizations with field offices within the regional office boundary is included, along with telephone numbers and other contact information.

  A. Federal Agencies And Organizations
This section provides brief narrative descriptions of selected federal agencies, assistance organizations and Indian environmental organizations which offer tribes technical, financial, or management assistance. The agency contact is provided below the description of each program.

UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
Clean Water (CW) Indian Set-Aside (ISA) Grant Program
Section 518(c) of the 1987 Amendments to the Clean Water Act authorized EPA to create a grant program to help pay for the planning, design, and construction of wastewater treatment systems to serve Indian tribes and Alaska Native Villages. This EPA grant program for wastewater projects is run by Indian Set-Aside (ISA) representatives at nine of EPA's 10 Regional offices in cooperation with the 12 Area offices of the Indian Health Service (IHS). All federally recognized tribes, Alaska Native Villages, and tribes on former reservations in Oklahoma are eligible to receive a grant. To be eligible for ISA funding, a project must first be placed on the IHS Sanitation Deficiency System (SDS) priority list. ISA funds may be used for planning, design, and construction of wastewater projects, including conventional or alternative treatment facilities, collector and interceptor sewers, and onsite (septic) systems. Clean Water Indian Set-Aside contacts for each EPA Region are provided in Section 2 of this document.

EPA's American Indian Environmental Office (AIEO) and General Assistance Program (GAP)
The mission of EPA's AIEO is to coordinate the Agency-wide effort to strengthen public health and environmental protection in Indian country, with a special emphasis on building tribal capacity to administer their own environmental programs. To this end, the office offers the Indian Environmental General Assistance Program (GAP), which provides grant assistance for planning, developing and establishing environmental management programs. Construction projects are NOT eligible. Examples of fundable activities under this program include: planning, hiring staff, monitoring, and assessing environmental resources and pollution threats. AIEO oversees development and implementation of the Agency's Indian Policy and strives to ensure that all EPA Headquarters and Regional Offices implement their parts of the Agency's Indian Program consistently with Administration policy. Each EPA Region with federally recognized tribes has a Regional Indian Coordinator. The Regional Indian Program Coordinator also administers the GAP for each Region. Drinking Water Indian Set-Aside Grant Program
This is a new EPA grant program to build or repair drinking water infrastructure. It is funded with a 1.5 percent set-aside from the annual appropriation for the drinking water state revolving fund (DWSRF), which was launched with passage of the Safe Drinking Water Act (SDWA) Amendments of 1966. A significant difference between this program and the wastewater ISA program is that the Drinking Water (DW) Indian Set-Aside (ISA) Grant Program will not require projects to be on the Indian Health Service (IHS) Sanitation Deficiency System priority list. It will be up to EPA Regional offices to identify and rank priority projects as long as they meet the SDWA requirements of public health protection and regulatory compliance. The Regional EPA offices may elect to use the IHS ranking system in full, in part, or not at all. Eligible systems must serve tribes or Alaskan Native Villages, though they can be owned by someone other than the tribe. Private systems are also eligible. DW ISA contacts for each EPA Region are provided in Section 2 of this document.

Indian Health Service (IHS)
The Indian Health Service (IHS), through its 12 Area offices, provides health services for members of federally recognized Indian tribes. IHS is an agency of the U.S. Department of Health and Human Services. IHS is considered the primary provider of drinking water and wastewater facilities for Indian tribes. Since 1959, the IHS Sanitation Facilities Construction (SFC) Program has been funding construction of drinking water, sewer, and solid waste disposal facilities. The SFC Program is responsible for reviewing potential projects and ranking them each year on the Sanitation Deficiency System (SDS) list, which is also used by EPA to select projects for its Clean Water Indian Set-Aside Grant Program. IHS also provides on-site training and technical assistance for the planning, design, construction, and operation and maintenance of these systems. IHS often participates in projects funded, at least in part, by some of the other agencies noted herein. Administration for Native Americans (ANA)
Part of the U.S. Department of Health and Human Services, ANA provides capacity-building grants to help tribes manage and regulate their environmental resources. This Environmental Regulatory Enhancement grant competition is open to federally recognized, non-federally recognized, and state recognized tribes, Alaska Native Villages, and a variety of other tribal or village organizations or consortia. These grants are similar to the General Assistance Program (GAP) grants issued by EPA's AIEO office in that they can be used to help plan and set up environmental programs, but not for construction. Funded activities must be self-sustaining or be completed within the grant term. Examples of eligible activities include: training of tribal employees, development of laws and regulations to protect the environment, environmental assessments, and other projects to improve tribal capacity to plan, develop, and implement environmental programs. UNITED STATES DEPARTMENT OF AGRICULTURE
Rural Utilities Service (RUS) Water and Waste Disposal Programs
As one of the largest drinking water and wastewater funding sources for rural communities, the Rural Utilities Service (RUS) Water and Waste Disposal Loan and Grant Program is also available to all federally recognized Indian tribes, including Alaska Native Villages. RUS, formerly Farmers Home Administration, is part of the U.S. Department of Agriculture. Funding can be used for most costs related to the building or expansion of a water or wastewater project, including construction, legal expenses, and engineering costs. This is primarily a loan fund, with grants used in the most needy cases to make the loan feasible--that is, by keeping user rates affordable. This program is administered through Rural Development offices in each state. Contact information for RUS state offices in each EPA Region is provided in Section 2 of this document.

UNITED STATES DEPARTMENT OF COMMERCE
Economic Development Administration (EDA)
The Economic Development Administration (EDA) was established under the Public Works and Economic Development Act of 1965, as amended (PWEDA) (P.L. 89-136; 42 U.S.C. 3121 et seq.), and it was recently (October, 1998) reauthorized and its programs reformed under the Economic Development Administration and Appalachian Regional Development Reform Act of 1998 (S 2364; 105th Congress, 2nd Session). EDA provides grants for projects located in economically distressed areas, both rural and urban, of the Nation through its Public Works and Development Facilities, Planning, Technical Assistance, and Economic Adjustment Assistance Program. Indian tribes are eligible for EDA grant assistance. Direct grants may be awarded for up to 50 percent of the total estimated costs of the project and, in the case of Indian tribes, EDA is authorized to provide supplementary grant assistance up to an additional 50 percent depending on the nature of the project, the severity of distress and the relative needs of the area.
EDA's funds are tied to economic development and private-sector job creation and/or retention and can include grants for water and wastewater facilities, technology projects, sustainable development activities, export programs, brownfields redevelopment and other technical assistance and infrastructure projects. The program is primarily intended to benefit low and moderate income populations, unemployed and underemployed residents and to help stop outmigration as well as to assist areas facing sudden economic dislocations due to industrial restructuring and relocation, defense base closures, procurement cutbacks and natural disasters.
EDA announces its funding availability and application procedures annually in the Federal Register and project selection criteria are promulgated at 13 CFR Chapter III, Parts 300 through 318.

UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
Indian Community Development Block Grant Program (ICDBG)
The Indian Community Development Block Grant (ICDBG) Program provides grants to federally recognized Indian tribes and Alaska Native Villages to improve housing, public services, economic development, and community facilities. This assistance can include grants for water and sewer infrastructure projects. The program is primarily intended to benefit low- and moderate-income populations. This program is administered by the U.S. Department of Housing and Urban Development's (HUD) six area Offices of Native American Programs (ONAP). Program requirements and rating factors are published annually--usually in the spring--and are available in the Federal Register or from the ONAP offices. Funding is competitive within the jurisdictions of the ONAP offices. Approximately 20 to 30 percent of applications submitted and funded are infrastructure projects, most of which address water or wastewater problems. A separate program within the ICDBG program is the HUD--Imminent Threat Set-Aside. These grants are provided for emergency situations--namely, non-recurring imminent threats to health or safety--on a non-competitive, first-come, first-served basis. Eligible activities are the same as for the ICDBG program. Bureau of Indian Affairs (BIA)
The BIA is the principal bureau within the federal government responsible for the administration of federal programs for federally recognized Indian tribes. Part of the U.S. Department of the Interior, the BIA is also responsible for promoting Indian self-determination. The BIA is composed of 12 Area offices, which provide such services as law enforcement, social services, education, housing improvements, loan opportunities for Indian businesses, land leasing, and environmental management services. Unlike IHS, the BIA is not extensively involved in providing wastewater or drinking water services. However, the Bureau's Environmental Services Staff within BIA's Office of Trust Responsibility may help provide or arrange temporary services in emergency situations. Bureau of Reclamation
Indian tribes seeking needs assessments for wastewater treatment services may seek help from the U. S. Department of the Interior's Bureau of Reclamation, which can provide assistance to Native American communities located in the 17 western states. The Bureau established a Native American Affairs Office in 1989. It is supported by five Regional Native American Program Managers. Through contact with these Regional Managers, the Bureau's Technical Service Center's Water Treatment Engineering Team in Denver, Colorado, can provide technical assistance to tribes for wastewater needs assessments. These services often result in a site visit followed by a needs assessment report that describes the existing wastewater systems ability to meet the needs of tribal community and the environment. The needs assessment also provides conceptual alternatives for the required remedies, and an appraisal level cost analysis for the proposed solutions considering existing and future discharges. Some of this may augment technical assistance work done by the Indian Health Service.
The Bureau of Reclamation can also offer planning, design, construction management and operation and maintenance assistance on a cost reimbursable basis or as required by congressional mandates. B. WASTEWATER TREATMENT TECHNICAL ASSISTANCE ORGANIZATIONS
Bureau of Reclamation
Technical Service Center's Water Treatment Engineering Team
Through contact with the Bureau of Reclamation's Regional Native American Program Managers, the Bureau's Technical Service Center's Water Treatment Engineering Team in Denver, Colorado, can provide technical assistance to tribes for conducting needs assessments for wastewater treatment systems. Although the Bureau of Reclamation focuses primarily on water resources, services for wastewater include evaluating the adequacy of existing wastewater systems, reviewing design data for proposed wastewater treatment systems for compliance with regulatory requirements, and generating a needs assessment report that describes existing conditions, identifies problems, describes the required remedies, and provides a cost analysis for proposed solutions to meet existing and future wastewater treatment needs. This needs assessment report can provide Indian tribes with the data necessary to approach the Indian Health Service and request documentation of a water-quality-related deficiency.
The Bureau of Reclamation can also offer planning, design, construction management and operation and maintenance assistance on a cost reimbursable basis or as required by congressional mandates. IHS provides tribes with a variety of on-site training and technical assistance services for the planning, design, construction, and operation and maintenance of wastewater treatment systems. Native American Water Association (NAWA)
Founded in 1993 as a national non-profit organization, NAWA primarily provides technical training and on-site technical assistance for water and wastewater needs. NAWA currently works with more than 200 tribes and tribal drinking water and wastewater utilities nationwide. NAWA provides tribes with a variety of workshop training and on-site training and technical assistance services for water and wastewater operations staff. Training and technical assistance are available to all tribes (i.e., not limited to NAWA members). NAWA also organizes an annual conference and publishes a free quarterly newsletter, The Source. Rural Community Assistance Program (RCAP)
This national program, which operates through six regional RCAPs and their state and local field-based representatives, provides technical assistance, training, and in some cases, loan funds, to help rural communities attain adequate drinking water and wastewater services. Most of the RCAPs have at least some activities with Indian tribes; RCAP assistance is NOT limited to federally recognized tribes or people living on tribal lands. Wastewater Treatment Plant On-Site Assistance Operator Training Program (104(g))
This program was implemented by EPA to address the problems of non-compliance at small publicly-owned wastewater treatment plants, with a discharge of less than 5 million gallons per day, through direct on-site training and other operation and maintenance assistance. Federal funding for the program is administered through grants to states, often in cooperation with educational institutions or non-profit agencies. In most cases, assistance is administered by an environmental training center. There are 47 training centers located in states across the nation. The program provides on-site operator training, financial management, troubleshooting, and other operation and maintenance assistance. Tribes should contact the EPA Region 104(g) Program Coordinator in Section 2 of this document for more information on the state training centers.

C. INDIAN ORGANIZATIONS

Institute for Tribal Environmental Professionals (ITEP)
ITEP was formed in 1993 under a mutual agreement between EPA and Northern Arizona University. The organization, which represents approximately 350 tribes, supports environmental training, technical assistance, and information exchange activities for tribes throughout the country. ITEP publishes a free quarterly newsletter, Native Voices, which updates readers on current events and promotes environmental awareness and action on Indian lands. National Congress of American Indians (NCAI)
Formed in 1944, NCAI is the oldest and largest national American Indian and Alaska Native tribal government advocacy and educational organization in the country. Its current 250 tribal government membership serves more than three fourths of the indigenous population. The NCAI has two subcommittees that address environmental quality issues, including wastewater: the Subcommittee on Infrastructure, Housing and Construction, and the Subcommittee on Environmental Protection and Land Use. National Tribal Environmental Council (NTEC)
NTEC is a tribal membership organization formed in the early 1990s to help build tribal capacity to establish and implement environmental programs, and to help Indian tribes protect and preserve reservation environments. The organization currently has 109 member tribes from the continental U.S. and Alaska. NTEC has coordinated a wastewater peer match program, which helped develop face-to-face informational networks by matching advisors or "mentors" from one tribe or agency with another tribe needing advice or on-site technical expertise. NTEC services include a free quarterly newsletter, Tribal Vision, workshops, an annual conference, environmental technical support, a resource clearinghouse, and intergovernmental cooperation. Native American Water Association (NAWA)
Founded in 1993 as a national non-profit organization, NAWA primarily provides technical training and on-site technical assistance for water and wastewater needs. NAWA currently works with more than 200 tribes and tribal drinking water and wastewater utilities nationwide. NAWA provides tribes with a variety of workshop training and on-site training and technical assistance services for water and wastewater operations staff. Training and technical assistance are available to all tribes (i.e., not limited to NAWA members). NAWA also organizes an annual conference and publishes a free quarterly newsletter, The Source. National Environmental Training Center for Small Communities (NETCSC)
The NETCSC serves as a national training and education center that supports environmental trainers nationwide to improve the quality of wastewater, drinking water, and solid waste services in small communities. The Center was established in 1991 with funds from the EPA. The Center develops new training curricula and redesigns existing ones to help small communities meet federal and state environmental compliance requirements. Services include a toll-free telephone line, a quarterly newsletter, training materials, and computer database searches. The Center has provided training courses to Indian Tribes (including a training course on recycling) and is currently working with the Institute for Tribal Environmental Professionals (ITEP) to evaluate their solid waste curricula for use with Indian Tribes. NETCSC has received very positive feedback from audiences, including the tribes, on the training curricula. All contact with this organization should be directed to the address below.

National Small Flows Clearinghouse (NSFC)
The NSFC was established to help small communities reach practical, affordable solutions to their wastewater treatment problems. Since its inception in 1977, the NSFC has built a variety of services to address the needs of small communities. The NSFC's toll-free hotline provides callers with technical assistance and referrals to qualified professionals in the caller's area of need. NSFC staff engineers can also provide database searches upon request using four different computer databases (bibliographic, facilities, regulations, and manufacturers/ consultants) to provide information about wastewater treatment topics. Quarterly newsletters cover wastewater-related topics, including treatment technologies, design and monitoring information, planning strategies, regulations, financing, and education. Manuals, booklets, pamphlets, and videotapes are available from the NSFC Products Department on a wide variety of topics. NSFC also maintains a toll-free computer bulletin board system for exchange of wastewater treatment information (WTIE-BBS). All contact with this organization should be directed to the address below.

Water Quality Improvement Center (WQIC)
The Water Quality Improvement Center, within the Bureau of Reclamation, serves as a field site to investigate new and improved water treatment technologies, including treatment of wastewater for reuse applications. The intent is to make pilot water research and field testing more cost effective and practical for entities such as the U.S. Government, desalting researchers, universities, water treatment companies, municipalities, Native Americans, private industries and foreign governments. The WQIC is offered on a cost-share or cost reimbursable basis.
The WQIC is also partnering with a local community college and internationally known desalting trainer, David H. Paul, to provide a hands-on associate degree program in reverse osmosis and high purity water treatment. The program will provide advanced water treatment training to groups with a wide range of experience in water treatment - from recent high school graduates to experienced water plant operators.
