DRAFT NONROAD2002 Model for Public Evaluation
Overview and Installation Instructions

I. Overview

This note contains this overview section, a section for
installation of model files from the ZIP file distribution, a
section for users who do not already have a version of NONROAD
installed on their computer, and a section on finishing touches
for all users.

This release and the very limited documentation presented here
are intended for users already familiar with an earlier release
of the draft NONROAD model. For information about additional
documentation please see the accompanying README.TXT file.

This is one item in a series of notes being issued concerning the
DRAFT EPA NONROAD model, which was first released in June 1998.
There were updated/corrected versions of some of the model files
in July and October of 1998, April 1999, and June 2000, which
were posted on the NONROAD web site. Various technical reports
documenting the model inputs have also been distributed via the
web site at various times since June 1998. A further updated
draft version of the model and full set of updated technical
reports and user guide were released on a limited basis for
advance review by State and local air quality agencies in
December 2002. This updated set of technical reports is also
being provided along with this version of the model.

This April 2003 release is based on that December 2002 version,
but it also contains minor enhancements to the core model
(nonroad.exe), Reporting Utility, and Graphic User Interface
(nr-gui.exe). Note that this version of the model does not
contain the modifications to allow modeling of the newly
proposed Tier 4 nonroad diesel regulations.

December 2002 Model Changes:

For users who were not included in the December 2002 limited
release, that release contained substantial changes to the core
model (nonroad.exe), model inputs, and Reporting Utility. The
Graphic User Interface (nr-gui.exe) remained the same as the
earlier release dated January 3, 2000. Most changes to the core
model and model inputs were detailed in the November 2002
workshop presentations, which are available on the NONROAD model
public web site:  http://www.epa.gov/otaq/nonrdmdl.htm

A few changes that were not covered in that workshop presentation
are described here.

In the core model and Reporting Utility fuel consumption is now
reported for LPG and CNG. Users should take care when looking at
these, since they are reported in gallons. CNG is a gaseous fuel
rather than liquid, so it would be very misleading to simply add
gallons of (gaseous) CNG to gallons of (liquid) gasoline.

Other changes to the Reporting Utility included:

a) Some of the hydrocarbon conversion factors (from THC to VOC,
NMHC, TOG, NMOG) have been updated or corrected.

b) Detailed airport ground support equipment types and their SCC
codes that had been added to the prior version of the
Reporting Utilility have now been removed. These detailed
SCC's were never actually used in the model, and the fact that
they would show up in the GUI was a possible source of
   confusion to users.

II. Installation from ZIP'd (compressed) Files

CAUTION: Due to the new format of the Reporting Utility
(reports.mdb) and its associated data file (nrdata.mdb), which
now allows exporting of data in the National Emission Inventory
Input Format (NIF 2.0) compatible format, any model output data
that you wish to use in the new Reporting Utility will need to be
re-imported from your original .OUT files. Alternatively, you
may prefer to retain your old Reporting Utility (reports.mdb) and
its data file (nrdata.mdb) in a separate subdirectory or with a
different name in the normal nonroad\reports\ directory. Just be
careful to put these at least temporarily somewhere outside the
c:\nonroad\ directory where they will not be overwritten when
installing this new version of the model and reporting utility.

The new Reporting Utility files in this release are: reports.mdb,
nrdata.mdb, and nif.mdb. All the other files in the
\nonroad\reports\ subdirectory are included to ensure
completeness, especially for anyone installing the model for the
first time.

UnZIPing files:

All the model files are contained in ZIP'd (compressed) files.
You can uncompress and install these new files using an unZIP
utility of your choice, such as WINZIP or PKUNZIP. Be sure to
set the unZIP options to include the folder names when extracting
the files. If using PKUNZIP from the DOS prompt, the options you
should specify are:

-d (restore directory structure stored in ZIP file), and
 -o (overwrite previously existing files)

For example, the DOS command to unZIP the new NONROAD nr2002.zip
file would be:

 pkunzip -do nr2002.zip

A. Users With a Prior Installation of NONROAD

If you wish to save your complete prior version of the model to
maintain the ability to use it instead of the new version when
desired, one possible approach is to simply rename your existing
c:\nonroad directory to something else, such as c:\nr2000 or
c:\nr02a depending on what prior version you have. Then create a
new c:\nonroad directory into which you can install this new
version. Later, anytime you want to run the old version, you
would temporarily rename the directories, e.g., first rename
c:\nonroad to c:\nr02b and then rename the old c:\nr2000 to
c:\nonroad. Then when ready to switch back to the new version,
rename c:\nonroad to c:\nr2000 and rename c:\nr02b to c:\nonroad.

In any case, before installing this new version of NONROAD on
your computer, be sure to check the warnings above about saving
any desired files from previous modeling runs. You will need
just the following file:

NR02a.ZIP (core model, data files, Reporting Utility, GUI)
Place this ZIP file into your c:\nonroad directory and unZIP
it WITH the unZip option to use subdirectories, allowing it to
overwrite any existing versions of the files, including the
   entire nonroad\data\ subdirectory.

When done extracting the ZIP files, you can delete the ZIP files
if you wish.

B. Users With No Prior Installation of NONROAD

First follow the instructions in Step A above, ignoring the
cautions about saving prior versions. When done extracting all
the files, check that all the \data\ subdirectories exist and
have files in them. E.g., nonroad\data\allocate\ should have
lots of files ending in .ALO.

Then, in order to use the Graphic User Interface (GUI) you will
need to install certain Visual Basic system (DLL) files. This is
done using the file:

NR99A3.ZIP (graphic interface DLL files, unchanged from earlier)

You will want to place the NR99A3.ZIP file into a temporary
directory, such as c:\windows\temp\, unZIP it, and then run the
SETUP.EXE file from there to complete the installation of the
graphic user interface. NOTE: One user found that he had to
temporarily turn off his Norton anti-virus utility to get this
setup step to operate properly. After running SETUP.EXE, you
can delete these files from the temporary directory.

When done extracting the ZIP files, you can delete the ZIP files
if you wish.

Finally, please follow the instructions below in Section III,
Finishing Touches.

III. Finishing Touches

A. All Users: The first time you run the new Reporting Utility,
you will probably need to Re-Attach Tables (see the Data menu).

B. Users Who Did Not Have a Prior Installation of NONROAD on
Computer:

(1) You will want to create New Shortcuts (desktop icons). The
first one of these should point to the "target" command line
c:\nonroad\nr-gui.exe to be able to run the model easily.

The second shortcut you need to create is for the Reporting
Utility. The command line target you need to use in the shortcut
is: (all on one line)

C:\NONROAD\REPORTS\MSARN200.EXE c:\nonroad\reports\reports.mdb
 /ini c:\nonroad\reports\nonroad.ini

The third shortcut you need to create is for the Compact Utility
for the Reports. The command line target you need to use in the
shortcut is: (all on one line)

C:\NONROAD\REPORTS\MSARN200.EXE c:\nonroad\reports\compact.mdb
 /ini c:\nonroad\reports\nonroad.ini

You can also get the proper icon to display with each of these
reporting utility shortcuts. In the Properties for the shortcut,
click on the Change Icon... button and in the Nonroad\Reports\
folder find the "reports.ico" file for the Reporting Utility, and
for the Compact Utility choose "squash.ico."

After creating these shortcuts, you can also get them to show up
in the Windows Startup menu by copying the shortcut files from
C:\Windows\Desktop\ into C:\Windows\StartMenu\Programs\.
