RU-2Ka: 
Changes window title version from 2.1 to 3.0. 

Adds FIPS to County reports.

Changes PM2.5 fraction from 0.92 to 0.97 for diesel (and resid fuel). 

Adds window titles ("captions") to both NIF export forms.

Fixes the text messages connected with removing a run to delete
  any implication that the actual OUT file is being deleted, and to
  clarify that the nrdata.mdb file now gets automatically compacted.

RU-2K: 

Reporting Utility now in MS-Access 2000 format. 

Includes NIF 3.0 output instead of NIF 2.0. 

Includes two new reports: 
  "Emission Totals by HP and Source Classification" 
  "Emission Totals by HP and SCC" 

Changes use of "SOx" to "SO2"

Notes on this RU update for the NIF3:

1) The NIF checker does not have all the pollutant codes (in the code 
lookup tables contained in Codes3_0_a00.mdb, which is from downloading and 
installing the extended QC tool): it complained that HC and CO2 were not 
valid codes. They are, of course, as verified on the NIF 3.0 Code tables.

2) The old NIF 2.0 export did not export EM records for exhaust emissions 
that were less than 0.0001. This created orphan records in the PE table. 
This restriction was taken out so that all EM records are written. 
This way the NIF checker stopped complaining about orphan records.

3) Some structural changes were made to the "Table Headers" table 
in the NRdata.mdb file. In particular, the NIF transaction record 
information gets stored here, so the fields pertaining to the TR stuff 
were changed accordingly. The implication of this is that this new 
version of the reporting utility will not work with old NRData.mdb files 
-- it is not backwards compatible. This means data files would have to 
be reimported. 

4) The NIF.mdb database from the prior version of the Reporting Utility 
was incorporated into Reports.mdb. Access 2000 automatically compacts 
the Reports.mdb database upon exit, so it should be a relatively small 
risk to store the NIF tables in Reports.mdb. This means that there is 
only Reports.mdb and NRData.mdb now.
