Reports "V" (v2.4a)

CAUTION: Due to the basic changes in format of .OUT file (1200 hp and "SO2"
field label, this version of the Reporting Utility will NOT function 
properly with .OUT files or NRDATA.MDB files from prior versions of NONROAD. 
It requires .OUT files from core model version nr03b.exe (2/20/2004).

Completed rest of SOx to SO2, so it works even when exporting to XLS.

description of what the numbers really are (and have always been).

Reports "U" (v2.4)

Same as "Q" but changed Florida County FIPS 12025 (Dade) to
12086 (Miami-Dade). 

Also: Removed all the added GSE of Reports "O" to match 11/26/01 
version of Reports "P."

Reports "Q" (v2.2) 

The "v2.0" version of the RU with NIF Reporting Utility rec'd from 
Environ on 10/11/2002 had the very old/wrong LPG HC conversion 
factors (equal to the CNG ones).  So Craig 
(a) fixed the version number in the title bar to be "NONROAD 
Reporting Utility, Version 2.2" and 
(b) copied in the full Equipment Types table contents from Reports "O" 
(v 2.1) overwriting anything that was old/incorrect in what Environ sent. 

NOTE:  This still has all the GSE of Reports "O"

Reports "P" now does have removed all the added GSE.

This is being distributed with Draft NONROAD2002 to stakeholders
in late Nov & early Dec 2002.

I think Reports "P" was going to be one where Craig would
remove all the added GSE, since having them in the RU 
makes them show up as possible SCC's in the GUI -- but 
we aren't ready to do that.  
So for now, version "P" = version "O".

 "NONROAD Reporting Utility, Version 2.1"
 (used to say 2.0)

Spring 2002 -- added all individual GSE SCC's.

8/11/00  created version "O".
& 7/2/01 clarifies that VOC,TOG,NMOG entries have also been updated.

Craig Harvey changed LPG NMHC fraction from 0.704 to 0.92 per Phil 
Carlson's 8/10/00 memo explaining that the 0.704 number was based on 
catalyst equipped vehicles, whereas the 0.92 is based on two 
non-catalyst LPG nonroad engines tested at SwRI.

Corresponding changes have also been made to the VOC, TOG, and 
NMOG entries.

Thank you for changing the LPG conversion factors from the CNG ones that had
been in the Reporting Utility.  I'm not sure when we'll be able to release 
this publicly, but it would certainly be important for us to use it in any 
large SI inventory estimates, since LPG makes up a sizeable fraction of 
that segment.

I have corrected the THC conversion factors for LPG engines in the
Equipment Type table.  I started with the RU version that is currently up on
the OTAQ Nonroad web site.

The NONROAD Reporting Utility Reports.mdb (version N) has been
updated to correct the THC conversion factors in the 
Equipment Types table for LPG engines.  The corrected factors are
taken from technical report NR-002:

 TOG Factor = 1.036 (was 1.002)
 NMOG Factor = 0.740 (was 0.049)
 NMHC Factor = 0.704 (was 0.048)
 VOC Factor = 0.647 (was 0.004)
