For Emission Inventory Modeling of the Final 
Nonroad Diesel Engine Emission Standards


The overall version designation for the set of NONROAD modeling
files that were used to generate the emission inventories for the
Final Rulemaking (FRM) is: Draft NONROAD2004.  

Basic instructions for the operation of the NONROAD model are
contained in the User Guide, which has not been updated since its
release a year ago with the draft NONROAD2002a version of the
model. Detailed explanations of the default inputs are contained
in the technical reports that are being provided on the NONROAD 
Model web page along with this version of the model.  Additional 
explanation of the modifications associated with the modeling of 
the 2004 diesel FRM are available in Chapter 3 of the final 
Regulatory Impact Analysis (RIA) for this rule. 

In addition to the User Guide and technical reports (see 
www.epa.gov/otaq/nonrdmdl.htm), and Regulatory Impact Analysis 
(see www.epa.gov/diesel), the following documents are provided 
in the NONROAD folder to assist the user with operation of model 
and duplication of the emission inventories used in the FRM.
