EPA Determines That Chlorfenapyr Does Not Meet the Requirements for Registration; American Cyanamid Withdraws ApplicationThe Agency has completed its review of the pesticide chlorfenapyr (Pirate) for use on cotton. EPA made the determination that chlorfenapyr does not meet the requirements for registration, and in response, American Cyanamid withdrew their Section 3 registration application. This decision is based on the Agency's scientific conclusion that Pirate is persistent in the environment and causes severe effects on bird reproduction. Further, EPA determined that the environmental risks significantly outweigh the substantial economic benefits. The Agency's ecological risk assessment is based on extensive scientific review, including peer review by the FIFRA Scientific Advisory Panel (SAP). Notwithstanding this decision, the Agency remains concerned that cotton growers have adequate tools to control the beet armyworm. The Agency, in cooperation with USDA, stands ready to work with state regulatory agencies and cotton growers to ensure effective tools are available to meet critical pest control needs this growing season. Two alternatives, Spinosad (Trade Name Tracer) and Teburfenozide (Trade Name Confirm), are currently registered for beet armyworm control and demonstrate good efficacy. Three other alternatives are pending in the registration queue. The Agency expects to issue registration decisions for two of these alternatives later this year, both of which the Agency has classified as "reduced-risk" compounds. We have expedited the review of the third alternative based on its efficacy in controlling the beet armyworm in cotton.
