Pesticide News Story: Revisions to Web Page Describing When Cleaning Products Are Pesticides under FIFRA

EPA’s Office of Pesticide Programs has made several changes to its Web fact sheet concerning pesticidal claims on unregistered cleaning products (“Determining if a Cleaning Product is a Pesticide under FIFRA”). These changes include:
- Changing the status of the claim “Cleans or removes algae or mold stain” from pesticidal to not pesticidal, and adding an example of a non-pesticidal claim that reads, “Cleans or removes stains from algae, mold, mildew or other non-public health organisms.”
- Adding the following example of a non-pesticidal claim for use of a dispersant or adjuvant—“An adjuvant or dispersant which cleans, washes or prepares the surface for application of a registered disinfectant intended to kill biofilm.”
- Adding the word “soil” to the example in the fact sheet so that it reads, “Cleans or removes dirt, soil, dust, debris, scum, inanimate nutrients, inanimate organic particulates, or inanimate contaminants.”
- Modifying the section on Claims That the Agency May or May Not Consider to Be Pesticidal.
This guidance applies to claims made on a cleaning product’s label or labeling, or through other means such as websites, advertising, promotional or sales activities, and testimonials. Unregistered cleaning products are not permitted to make pesticidal claims. If they do, they must be registered under FIFRA.
