Developing Design Structure - Sample Frame

Following the guide for the development of a survey design for Aquatic Resource Monitoring.

The next step in the process develops the Sample Frame for the Target Population.

Continuing with the illustrative example of the design processes based on the EMAP Western Pilot Program.

Establishing the Sample Frame. This includes an iterative process among the Design Requirements,
Frame Materials, Sample Frame, and Survey Design.

Selecting and combining potential Frame Materials to create the Sample Frame (a series of GIS coverages) Sample Frame Definition
EMAP Western Pilot Sample Frame
  • RF3 GIS coverage for 12 Western States
  • Based on 1:100,000 maps
  • Streams coded perennial, intermittent, natural, constructed
  • Codes: Strahler Order, Ecoregion: arid or mountainous
EMAP Western Pilot Sample Frame Concerns
  • RF3 known to be an under coverage of the:
    • target population of all streams and rivers
    • target population of all perennial streams and rivers
  • RF3 codes are known to be inaccurate re:
    • Strahler order due to incompleteness of linear networks
    • Perennial, intermittent codes
  • Decision made that under coverage likely to be a small enough size that it can be ignored
  • RF3 perennial coverage will have both an over coverage and an under coverage
