Since 2005, Juan Manuel Irigoyen has tirelessly worked to create the first binational expansion of the HABSOS system into the Mexican state of Veracruz in the Gulf of Mexico border region. Known as the “Advanced Monitoring Initiative”, this collaborative project involves Mexican and US Federal and state agencies, as well as private institutions. The Mexican side of this project has been spearheaded by the nominee, who began it as a public official and has continued as a private citizen. The project was conceptually initiated by the Health, Ecology and Environment Committee of the GOMSA, co-chaired by Mr. Irigoyen, in 2002.
