1.2 Description

1.2.1 Abstract: This data set represents Natural Resources Conservation Service (NRCS) Wetland Reserve Program (WRP) restoration projects in the State of Louisiana. The WRP project boundaries were transferred by NRCS personnel from source materials to 7.5-minute USGS topographic quadrangles and digitized. Property information located in various NRCS offices was acquired and consolidated by USFWS personnel in the Lafayette, LA, Field Office. The final map file contains the following fields of information for each WRP project: WRP number, NRCS office, WRP contract number, quad name, signup year, easement acres, reforested acres, acres of shallow water, existing woodland acres, and easement duration. 1.2.2 Purpose: This data set was developed for the USFWS to use as a resource planning tool for recovery efforts, wetland restoration efforts, and habitat management. Acreage figures presented in attributes are from project files and are not acreages calculated by the GIS.

1.12 Data Set Credit: The WRP project boundaries were transferred from NRCS property records to 7.5-minute USGS quadrangles by USFWS personnel at the Lafayette, LA, Field Office. Digitizing and lookup table development were completed at the USGS-MESC, Fort Collins, CO.

2 Data Quality Information

2.1 Attribute Accuracy

2.1.1 Attribute Accuracy Report: Because the survey techniques used to develop the pre-digital (source) data are more coarse than the measures used to develop the digital data, the comparison between acreage attributes and areas computed by the GIS software should not be used as a measure of accuracy.  Acreage figures presented in the EASEMNT_AC, REFORESTED, SHALL_WTR, and EXIST_WOOD attributes should be used rather than the acreages calculated by the GIS. The attribute accuracy is tested by manually comparing hard copy plots of the digital data with the source materials. When attributes cannot be visually verified on plots they are interactively queried and verified on screen. In addition, the attributes are compared against a master set of valid attributes.

2.2 Logical Consistency Report: ARC/INFO software is used to create and maintain topological relationships between features. There are no duplicate features, but coincident lines are maintained between data layers where appropriate. Polygonal features begin and end at the same point, contain no overshoots or undershoots, and contain a single label. Linear features are continuous where appropriate, i.e., dangling arcs are removed if they are not required.

2.3 Completeness Report: All WRP property boundaries provided by the USFWS for the State of Louisiana were transferred from hardcopy NRCS property maps to 1:24,000- scale USGS topographic quads and manually digitized.

2.5.3 Process Step

2.5.3.1 Process Description: The WRP property boundaries were hand drafted from hardcopy NRCS property maps, surveys, or aerial photography at various scales onto standard 7.5-minute USGS topographic quadrangles. Because these tracts were enrolled by different NRCS offices throughout the state, various methods were used to determine acreages, including surveys, planimeters, or existing farm records. These are the acreage figures presented in the EASEMNT_AC, REFORESTED, SHALL_WTR, and EXIST_WOOD attributes. Manual digitizing was performed at the MESC using an Altek Datatab digitizer to capture the data at a resolution of at least 0.001 inches. Four control points corresponding to the four corners of the quadrangle were used for registration during data collection. Features continuing onto adjacent quadrangles were adjusted to intersect the boundary at a common, coincident node. Attributes were assigned as the data were digitized, or in an editing session after the digitizing was completed. All map files in the study area were joined into a single map file. Neat lines were removed and attributes and arcs along map edges were verified. The map file was geographically compared to other property data layers being developed for the USFWS. A table which contains additional data on each WRP property was created from the Easement Data Summary forms provided by the NRCS, and merged into the final map files. Refinements to the digitized properties and tabular data were made by MESC personnel based on information provided by the USFWS, Lafayette, LA, Field Office and NRCS State Office, Alexandria, LA.
