On August 10, 1995, EPA published a proposed rule to allow small
municipal solid waste landfill (MSWLF) units located in dry or remote locations the use of alternatives
to conventional ground-water monitoring. Under this proposal, approved
States and Tribes may consider site-specific conditions in allowing alternative
methods that are relatively low in cost and capable of detecting contamination.
This report provides a description of the most commonly used alternative
methods.

On August 10, 1995, EPA published a proposal to allow small MSWLF units located in dry or remote locations the use of alternatives to conventional ground-water monitoring. Under this proposal, approved States and Tribes may consider site-specific conditions in allowing alternative methods that are relatively low in cost and capable of detecting contamination. This report provides the cost analysis that estimates potential annual national cost savings of between $5.9 million to $22.2 million for qualifying small landfills. The Agency provided a 90-day comment period for this portion of the proposal.
