Supporting Materials: May 1998 Land Disposal Restrictions Phase IV Rule

Applicability of the Toxicity Characteristic Leaching Procedure to Mineral Processing Wastes (1995)
This Technical Background Document was developed in support of the Supplemental Proposed Rule, Applying Phase IV Land
Disposal Restrictions to Newly Identified Mineral Processing Wastes.

Identification/Description of Sectors/Waste Streams (1995)
This draft document identifies waste streams produced by mineral processing that could potentially exhibit one of the characteristics of a RCRA hazardous waste. Each chapter contains separate metal by metal evaluations.

Mineral Processing Facilities Placing Mixtures of Exempt and Non-Exempt Waste in On-Site Waste Management Units (1995)
This report summarizes the Agency's review of waste disposal practices at mineral processing facilities to determine if such facilities are, or have in the past, placed mixtures of exempt and non-exempt wastes in onsite waste management units. This report identifies cases where such co-disposal might have taken place.

Remanded Smelting Wastes (1995)
This report discusses the history of Agency actions with regard to smelting wastes, industrial smelting processes, and waste management procedures and provides a factual basis for considering a no-list decision.

Lightweight Aggregate Production (1995)
This 1995 document presents EPA's rationale in withdrawing a specific waste generated in the production of lightweight aggregate from the RCRA Mining Waste Exclusion.

Titanium Tetrachloride Production (1995)
This document presents EPA's factual basis for proposing to withdraw a waste generated in the production of titanium tetrachloride by the chloride-ilmenite process from the RCRA Mining Waste Exclusion.

Human Health and Environmental Damages (1995)
EPA developed this background document to illustrate the human health and environmental damages caused by management of wastes from mining (i.e., extraction and beneficiation) and mineral processing, particularly damages caused by placement of mining and mineral processing wastes in land-based units.

Site Visit Reports (1995)
This report presents the information collected from five site visits to mines and mineral processing facilities conducted by the EPA. Each site visit report includes information on the types of wastes generated, and how such wastes are managed

Regulatory Impact Analysis (1995)
This Regulatory Impact Analysis estimates the costs, economic impacts, and benefits of the supplemental Phase IV LDR rule addressing newly identified hazardous mineral processing wastes.

Capacity Analysis Background Document (1995)
This document presents the capacity analysis EPA conducted to support the proposed LDR Phase IV: Newly Identified Mineral Processing Wastes Supplemental Rule.
